University degree with 3 years of experience and High school with 8 years’ experience.
At least 3 years work experience with the community development field, preferably with the UN agencies or International NGOs.
Excellent command of local languages is essential and deep understanding of the Afghan traditions and culture is important.
English language skills and familiarity with computer usage are advantages.
Excellent communication skills both written and interpersonal are essential, as most of the work will be done through a process of consultation at all levels.
She should have the ability to manage, train and supervise a number of facilitators, and neighborhood GCSs.
She should also have a good training and supervision experience with the adults and communities’.
The age of candidate should be at least 28 years
As for the social work is implemented in site. Therefore, she should always work in site with people.
The incumbent must maintain strict confidentiality in performing the duties of the Community Mobilization. The incumbent must also demonstrate the following personal attributes:

Duties & Responsibilities
Participation. The Community Mobilizor under the direct supervision of the Social Organizer should:
Formation and Registration of GCS:
Facilitate establishment of Gozar Cooperating Shura (GCS) in planned settlements;
Assist in formulation of the constitution of GCS;
Assist in registration of GCS with local government authorities;
Participatory Community Upgrading Planning Process:
Assist in organizing and facilitating the community upgrading planning process;
Facilitate participatory meetings between KMDP technical authorities and communities to discuss the issues of common concern.
Coordination, Facilitation, Training and Monitoring:
Cooperate with technical team of the project, and the district authorities during the preparation on mapping exercise of the neighborhood/Gozar;
Collect socio economic date of the planned neighborhoods;
Participate in the coordination meetings for information exchange and feedback for the improvement of social mobilization and technical team interaction with the community;
Train local facilitators for organization of community meetings and facilitation of step by step techniques given in the training manual;
Regular monitoring and supervision of implementation of mobilization process;
On the job training of local facilitator for performing the tasks effectively and efficiently;
Prepare regular progress report on the status of mobilization process, and general Program;
Keep the GCS up to date on the progress of the procurement activities and likely dates for starting works
Make sure that social and environmental safeguard requirements are implemented;
Conduct health and hygiene education sessions on a cluster level;
Ensure that the required land acquisition procedure is followed;
Make sure that GCS provides adequate working environment for the contractor;
Deal with anything else that may come under scope of social/environmental practice.
