Duties & Responsibilities

Position Summary:

Under the supervision of Senior Education Advisor, this position is in Kabul, Afghanistan and the purpose of this role is to support the implementation of the USAID Afghan Children Read project capacity building program. The specific objective of the position is to provide leadership to different capacity development activities leading to strengthened Central, Provincial and local government capacity to deliver basic education services by addressing key capacity issues in education management and policy, materials development and distribution, teaching practice, and learning assessment.

Primary Responsibilities:

The responsibilities of Capacity Building Manager include, but not limited to the following,

  • Supporting all components in designing capacity development plans for ministry staff at the central, provincial and district levels; 

  • Developing training modules and identifying needs for local and international short-term support as required;

  • Initiating and facilitating meaningful OCDP-related inter component collaboration;

  • Initiating and facilitating meaningful OCDP-related cross project collaboration;

  • Collaborate with technical leads and government officials to organizing and managing training and mentoring activities;

  • Overseeing the design and implementation of all capacity building-related project activities, including supporting other team members on tasks as needed;

  • Working closely and coaching project staff in gathering, analyzing, and assessing data and information to measure program performance and impact;

  • Coordinate the production of learning materials for capacity building;

  • Building on existing knowledge, work with appropriate leadership and peers to identify and prioritize topics and resources for capacity building that address the immediate need while keeping in mind long-term sustainability and scalability ensuring the most effective methods to ensure capacity outcomes are achieved;

  • Collaborate with staff and subject matter experts to continually gather additional needs, evaluate priority and relevancy;

  • Ensure the documentation and recording of capacity building efforts;

  • Working with the M&E team, establish and manage a system to evaluate the success of capacity building efforts

  • Apply tested instructional design theories, practice and methods to guide capacity development activities;

  • Develop and maintain internal and external relationships with relevant stakeholders;

  • Collaborate with headquarters teams to leverage existing professional development initiatives and resources;

  • Provide direct capacity development support that may address a wide range of institutional areas. Support must extend beyond traditional trainings and should include innovative ways to develop and deepen skills through peer learning, mentoring and coaching.
