Qualifications

  • Five-year experience in accounting, finance and administration or related field
  • At least a bachelor degree from a recognized university is required
  • Experience with the Afghan government agencies is must.
  • English language proficiency is desired

Required Competencies:   

  • Adaptation skills: ability to work well in a multicultural environment.
  • Demonstrated ability to work in team.
  • Prior experience in finance and accounts is highly required.
  • Experience in the administration (in addition to Finance) would be considered a plus point.
  • Knowledge of English is desired, local Languages are required.
  • Proficient in the use of computer applications including MS Word, Excel and PowerPoint is needed.
Duties & Responsibilities

Duties and Responsibilities



Maintain complete set of books of account according to the principle of accounting and guidelines of MoF

Also, keep record of the disbursement made from the cash at hand.

Ensure accuracy of supporting documents;

Follow up on the activities and monitor advance balances of resources and to verify availability of funds for the project activities

Supervise vouchers and process payments for all the financial transaction and process payment request to finance specialist;

Provide support to prepare annual and quarterly work plans and budgets in consultation with the finance specialist. 

Prepare M16 and B27 forms for the expenditures of the project (NGOs, Contractors, and Suppliers) and coding payment vouchers properly according to MoF guidelines

Raise of allotment request, cash advance request and payment vouchers, prepare a monthly payroll; proper coding of all transactions;

Collect the monthly bank statement from DAB, clearance of advance (M12) payment with MoF, and submitting all allotment to MoF on timely basis;

Support the PIU in managing administrative and other functions, including HR, procurement and office administration;

Implement secretarial, clerical and administrative routines so that finance specialist  is able to produce reports, programs and outputs efficiently and effectively;

Maintain databases, filing systems and libraries so that information, reports, studies, assessments and other documents from the provinces, donor agencies can be stored, archived, interrogated and retrieved as they are needed;

Prepare monthly financial statements, quarterly financial management reports and annual financial statements;

Maintain, monitor and replenish office supplies, goods and tools as per Government of Afghanistan procurement guidelines and regulations;

Maintain the diaries of designated personnel, and arrange meetings, rooms, and accommodation and travel arrangements where appropriate;

Undertake any additional tasks and responsibilities that may be assigned by the finance specialist;
