Assistance for Health Eduacation and Development (AHEAD)

AHEAD was established by a group of experienced, professional and dedicated social workers in Afghanistan in 2008, and is registered with the Ministry of Economy of the government of the Islamic Republic of Afghanistan.  AHEAD is a non-governmental, non-political and non-for profit organization that aims to contribute to improvement public and private sector development, social development, civil society strengthening and community development in the rural and least advantaged areas of Afghanistan.


The Law and Order Trust Fund for Afghanistan (LOTFA) is a Programme implemented by the Government of Afghanistan through the Ministry of Interior Affairs (MOIA) with the support of the United Nations Development Programme (UNDP) in Afghanistan, and with funding from 17 bi-and multilateral donors. LOTFA’s Support to Payroll Management Project continues to support capacity development of the MOIA in order to ensure that the MOIA independently manages the functions - human resources, finance and ICT - related to payroll operations to enable the transition of payroll management functions to the MOIA by 31 December 2016.


AHEAD has is contracted by UNDP’s Law and Order Trust Fund for Afghanistan (UNDP – LOTFA), to undertake the technical support that will result in implementation of online payroll system (web-based electronic payroll system) in 34 provinces. AHEAD will cover all 34 provinces by commissioning one dedicated person in each General Directorate for Prison and Detention Center (GDPDC) offices in each province.  


AHEAD is responsible for bringing quality in the reporting system of GDPDC payroll stations, support the GDPDC end users in area of reporting, better use of WEPS system and maintaining the WEPS system ICT Infrastructure at the sub – national level.
