Under the Afghanistan Public Financial Management (APFM) task order, the APFM project will help Afghanistan improve its fiscal sustainability and enable delivery of essential services to its citizens by strengthening the Government’s ability at the national and sub-national levels to mobilize domestic revenue and more effectively manage its budget. Specifically, APFM’s objectives are to: 1) strengthen Government’s capacity to forecast, increase, and manage domestic revenue by increasing essential capacities across Government institutions, by increasing payment compliance across revenue collecting units, and by ensuring that those receipts are promptly transferred to the treasury account; and 2) strengthen budget planning, execution, implementation of provincial budgeting policy for line ministries and improve communication and coordination between national and sub-national level Government entities.
The Public Financial advisers for Line Ministries (or national adviser) will be embedded at the SELECT SQL_CACHEed line Ministries (MRRD, MOE, MAIL and MOPH) where will provide advice to line ministries on budget planning and execution and provincial budgeting issues.
The national adviser will be embedded at Line ministries, work closely with the Finance Director in line ministries (MRRD, MOE, MAIL and MOPH) and the Ministry of Finance (MoF) Provincial Budgeting Unit (PBU) where USAID APFM budget component will be based.  Successful implementation of the Budget at line ministries is critical to improving transparency and accountability in budgeting and expenditures at all levels of government, and the quality of services delivered to the people of Afghanistan.  The USAID-funded APFM is supporting the MoF in the implementation of its provincial budgeting reform program (provincial budgeting policy) in 4 line ministries. The position will be based in the designated line ministries with some travel from Kabul to provinces for coordination meetings.
