Since October 2013, EMR has provided staff augmentation to Prime Contractor Amec Foster Wheeler (AmecFW) in support of the USAID. EMR’s in-country staff consists of a number of local national groupings in various roles and responsibilities performing operations throughout Afghanistan.

EMR, Inc. is seeking to recruit a high-caliber, self-motivated Local National Afghan professional for a Senior Translator position working in support of a demanding USAID “Technical Assistance to the Ministry of Public Works of Afghanistan (TA MoPW)” project based in Kabul, reporting to the Chief of Party.
The objective of the TA-MoPW project is to provide technical assistance to the Ministry of Public Works of Afghanistan (MoPW) to improve the management, financing, sustainability, and efficiency of the road sector through interventions that address the medium and long-term needs of the country while aligning the responsibilities for road policy and operation and maintenance (O&M) with global best practices. The TA MoPW project aims to enable the GIRoA to transfer road O&M from the MoPW to a system executed by private sector contractors and supported by a dedicated revenue stream. The project therefore aims to establish three new institutions to sustainably manage the road network in Afghanistan:
·         An autonomous Road Authority (RA) to manage road maintenance and development
·         An autonomous Road Fund (RF) to provide sustainable financing
·         A transportation Institute (TI) to train Afghan professionals in planning, analyzing and managing the road sector
