The RCD aims to foster subnational governance with its Afghan partners’ both on provincial and district levels in six of Afghanistan’s Northern provinces (Badakhshan, Takhar, Kunduz, Baghlan, Samangan and Balkh) through targeted capacity development support. With its broad range of activities, the RCD aims to increase Afghan ownership of the development process, strengthen Afghan state institutions on the sub-national level and promote transparency and inclusiveness.
