The vision of the Ministry of Agriculture, Irrigation and Livestock is, to restore Afghanistan’s licit agricultural economy through increasing production and productivity, natural resource management, improved physical infrastructure and market development.
The Horticulture Cooperatives Development Project (HCDP) is a development programme of the Government of Afghanistan funded by AFD (Agence Francaise de Development) which has been approved and become effective since 25 February 2009.
The programme has a budget of some € 6.4 million and duration of Three years (2009-2012). The Project aims to increase horticulture production in the regions surrounding Kabul (Provinces of Kabul, Parwan, and Kapisa), improve quality standards and promote marketing, with a view to contributing to the development of the local and national economy. Additionally the project will improve the availability of capital, promote exports and in so doing contribute to poverty reduction.
