The National Rural Access Program (NRAP) is one of the flagship initiatives of the Government of Afghanistan and has been supported by several donors and World Bank in particular. NRAP is intended to facilitate the provision of a rural road access network that will connect households and communities to essential services and markets. NRAP is jointly executed by the Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Public Works (MPW) and over-sighted by Ministry of Finance, (MoF)
NRAP supports the enhancement of rural livelihoods by ensuring that all communities have access to critical social and economic infrastructure and productive employment opportunities. NRAP is mainly financed through World Bank grants/credit, as well as the Afghanistan Reconstruction Trust Fund (ARTF) and other donors.  Since its inception 2002, NRAP has rehabilitated more than 13000 km of rural roads and has connected more than 5000 villages to town centers.
As the program scales up in terms of magnitude and complexity, there is an urgent need for a strong monitoring and evaluation (M&E) system as well as information collecting and sharing systems for the sake of not only backing up the tracking of implementation progress and gauge impact of the projects over time but also to make the learning organization and enhance the practice of on job training.
Even though Program-base Management Information System (MIS) have been established in both the Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Public Works (MoPW), however; needs regular maintenance, upgrading and enhancement to make it more responsive and functional to the needs of the Project. Likewise a reliable M&E requires a functional and operational MIS database to provide a systematic data flow and reliable information to all stakeholders. Furthermore the Specialist will also effectively contribute in network planning system electronic archiving systems development.
The program therefore seeking the services of a MIS & Database Development Specialists to systemize the information flows in entire program for rational-base planning, operation, and tactical as well as strategic decisions.
