Bachelor’s degree in business administration, agriculture, NRM or Agri- Economics. Master’s degree preferred.
5-8 years of related work experience in development projects in Afghanistan.
5-8 years as project manager.
Minimum 3 years’ experience as QA- QC manager
Previous experience in USAID funded projects is preferred.
Excellent computer skills, particularly MS office package.
Fluency in written and verbal English is required.
Good knowledge of the southern region of Afghanistan
Experience in both production and business side of agriculture.
Candidate should be qualified with previous work experience in quality assurance.
Ability to work well in a cross-cultural environment.

This position reports administratively and technically to the Director of Alternative Development.
Duties & Responsibilities
The Alternative Development (AD) QA/QC Manager will report directly to the Director of Alternative Development. The Alternative Development QA/QC Manager will be responsible for supervising implementation of alternative development projects and assurance of contractor compliance and provide oversight for quality control.
The Alternative Development QA /QC Manager shall supervise the subcontractors to ensure that the projects are implemented based on the contract specifications, bill of quantities (BoQ), work plan, proposed environmental mitigation measures and technical requirements in compliance with the applicable USAID and IRD policies and regulations
Specific job duties will include but not be limited to the following activities:

DUTIES & RESPONSIBILITIES
Manage the contractor’s schedule and programed activities, to insure timely implementation of the project and compliance with established time table and that the contractor has adhered to technical specification
Control the compliance of the KFZ sub-contractors within the terms of their sub-contracts.
Supervise the QA/QC activities of AD team: horticulture, vineyards and greenhouses specialists.
With the Alternative Development Director and AD Kabul Manager prepare clear QA QC work plans and delegate work to each member of the team to implement the existing KFZ program.
Evaluate the performance of the team and provide technical and professionals inputs to improve the QA QC services of KFZ.
Mentor and develop the management skills of the AD Team.
Responsible to identify and to monitor the risks that the AD program could face and propose the mitigation action.
Elaborate terms of references and participate in procurement committees for the selection of contractors.
Ensure that all the AD team apply and follow the KFZ policies and procedures.
Control and provide technical guidance on alternative development QA/QC activities to the Provincial Office.
Comply with Procurement, Grants and Contracts regulations, procedures and documentation required by each subcontract.
Project Control Responsibilities:
Preparing technical reports, photographs, and selected videos on findings from the described activities.
Ensure flow of information from the senior management through the field/district staff and vice versa.
Verify and report quality of works and materials of the KFZ Alternative projects.
Communicate with other associates from other KFZ areas to ensure program interaction.
Work closely with the entire Alternative Development team to ensure proper contractor performance and timely implementation.
Work with the Alternative Development management team to ensure compliance with applicable policies and regulations.
Maintain program files and ensure that appropriate soft and hard copies are in the filing system.
Review and recommend changes as necessary to the designs specifications for the individual Alternative Development projects.
Provide technical oversight and support to field-based for the AD activities.
Support and supervise directly AD projects under implementation.
Work with Alternative Development staff to ensure that best practices are followed for implementation of the Alternative Development Projects or project management as appropriate.
Manage Alternative Development project schedule, scope and quality.
Work closely with the contractor and other stakeholders to ensure timely and quality performance.
Check and provide the daily and weekly work progress reports from KFZ Sub-contractors.
Provide and consolidate detailed input and verification documentation with KFZ Subcontractor field management team on completed BoQ items for interim payment certifications and requests.
Perform regular field trips to KFZ targeted districts in order to assure the quality of the projects works that are being implementing by KFZ Subcontractors.
Each week review, adjust or turn back the weekly report send by the

Responsible to recommend corrective action measures for any deviations identified in the AD contracts.
Develop daily and weekly reports based on M&E Director and Alternative Development Director Guidance.
Work closely with KFZ M&E team in AD projects final evaluation.
Prepare weekly, monthly, quarterly and yearly reports related to QA-QC for AD activities.
Review the technical documents related to the AD projects.
Ensure that the sub-contractors reports fulfill the KFZ requirements.
