Required Qualifications and Experiences:
University degree at least Bachelor with preference in Master Degree preferably in business administration, Rural Development Management or social sciences,
At least 5-7 years work experiences in Administration, Management and with strategic planning in development programming in job related field with national and international organizations
Ability to understand and follow complex oral and written directions.
Very good computer knowledge (especially of Microsoft Word, Excel, PowerPoint) and excellent communication skills.
Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment and be able to work under pressure with tight deadline.

The incumbent in this position is responsible for providing support to the Regional Director (RD) to manage and lead area staff and all program activities at the area level to achieve the agency goals as decentralized process for better program implementation, which include Technical, Operational & financial management and to represent AKF, (Afg) at the area level with Governmental & other Stakeholders.
Main Duties and Responsibilities:
Leadership: To manage & lead all program in the area in assessing economic and financial impact of the projects through: support All sectors in planning and facilitating program implementation by ensuring appropriate working environment, Contributes to strategic programmatic direction through the identification of needs, opportunities and potential partners, Motivating team members to deliver optimum outcomes and to manage a team of specialists with a view to optimize motivation, ownership and synergy through participatory planning and an integrated approach towards implementation.
Monitoring all programs in the area with regards to progress, attitude and approaches and to identify major concerns and rectify them quickly,
Manages knowledge and information related to the areas socio-political, and economic characteristics, and the range of developmental activities being carried out in the area,
Financial Management: Managing the area office financial system under the guidance of RMF, in a transparency manner (diligence in maintaining personnel and financial discipline), Regularity and punctuality in fulfilling financial responsibilities and being impartial in the observation of financial rules,
Track the budget and ensure that the budget is utilised based on approval and as per the approved budget line and Supervise the maintenance of the books of accounts to provide support for the maintenance of all financial records as required by AKF regional office,
Provide requisite support for the conduct of the regular audit of the Area by the auditors appointed by AKF and ensure that the recommendations of the audit team are incorporated,
Operational & Administration: Lead the operational matters in the area level,
Supports timely and quality grant reporting and proposal development,
Analysing competence, strength, and weaknesses of team members, handling administration and accounts issues, coordination among team members, developing and motivating subordinates and giving feedback to team members,
Resolving conflicts with the staff and the other stakeholders,
Build team and establish systems for envisioning, efficient reviews of programmes and team members, decentralized and participatory decision making processes at all level, Motivating team members to deliver optimum output in achieving the mission and outcome of the organization, Implementation of log-frame and its monitoring with the staff,
Analyze and facilitate changes through negotiation at organizational level/Programme level/Govt. officials/NGO partners/Villagers,
Accessing training needs of the Area team and strategizing and scheduling training for the team in consultation with regional sector heads and HR,
Supervise the administration and logistic operations of the Area office, supervise the establishment, maintenance, and oversight of all office records, supervise the procurement activities and supplies with consultation of regional office and ensure that the expenses are relevant and limited to the budget,
Coordinate management of the guesthouse and staff houses in the Area to ensure quality, cleanliness and monitor expenditure of the guest and staff houses, supervise the vehicle management system at the area level to ensure that vehicles are in good running condition and they undergo periodic maintenance,
Lead annual performance review process for the Area Office
Representational Roles: Represents AKF in all forums – both government and non government forums in the area, to be an advocate of AKF in the area and ensure that its mission, objectives and policies are appropriately presented in all relevant forums, and they are widely known,
Provides feedback to the RD/ RDM on sensitive or potentially controversial issues; suggests ways to address such issues and lays groundwork for best possible outcome for AKFs position in the area, identifies threats or risks to and – opportunities for promoting the AKF program and formulates strategies for addressing them,
Promotes and protects the image of AKF as an accountable, competent and effective organization in the Area. Forms relationships with key sections of the local community (community and religious leaders, Shura’s etc.),
Forms strong relationships with other AKDN agencies and affiliates and provide support as and when required,
Security: Assessing and provide update on security situation in the targeted area to RD/ COO on any potential security risks/ issues relating to area office and to ensure that AKDN security guidelines are fulfilled.
Occasional Significant Duties:
To Maintain a good organizational working relationship with other AKFA’ Areas, regional Sector heads and AKDN sister institutions in the area.
Has the overall responsibility to ensure that security guards & Drivers are adequately trained and follow security procedures,
Reviews and provide timely feedback & support on overall matters in the area,
Decision-Making & Authorities:
Make routine decisions on all area activities related matters (Operational & Program) and delegating to the subordinates,
Signing & Approving the requests, bills and other expenditures at the area level as per authority matrix,
Appraising the area key staff performance as per AKF Performance Management System,
Decisions about security situation in the area as required
