Excellent computer skills

Fluency in written and verbal English is required

Experience of working with USAID funded projects

Duties & Responsibilities

The Capacity Building and Gender Manager will report directly to the Director of Capacity Building and Gender. The Capacity Building and Gender Manager will be responsible for supervising implementation of Capacity Building and Gender projects and assurance of contractor compliance and provide oversight for quality control.



 



The Capacity building and Gender Manager will undertake a wide range of administrative, operations and programmatic tasks. Specific job duties will include but not be limited to the following activities:



The position can include others tasks assigned by the supervisor.



 



 



DUTIES & RESPONSIBILITIES



 



 



Management Responsibilities:



Manage the contractor’s schedule and programed activities, to insure timely implementation of the project and compliance with established time table and that the contractor has  adhered to technical specification

Control the compliance of the KFZ sub-contractors within the terms of their sub-contracts.



 



Supervise the QA/QC activities of Capacity Building and Gender team

Work with the Capacity Building and Gender Director and Capacity Building and Gender Kabul Managers prepare clear training and Gender work plans and delegate work to each member of the team to implement the existing KFZ program.

Evaluate the performance of the team and provide technical and professionals inputs to improve the QA QC services of KFZ.

Mentor and develop the management skills of the CBG Team.



 



Technical Responsibilities:



 



Elaborate terms of references and participate in procurement committees for the selection of contractors.

Ensure that all the CBG team apply and follow the KFZ policies and procedures.

Control and provide technical guidance on CBG activities to the Provincial Office.

Comply with Procurement, Grants and Contracts regulations, procedures and documentation required by each subcontract.

Develop training action plan and create detailed scheduling of training program according to the Gender prospective 

Contribute to development of the training materials



·         Assist with scheduling and coordinating capacity building activities, including conferences, workshops, and trainings.



Coach and lead the training facilitator in different level to ensure the training activities done properly.

prepare training agenda, Training sessions plan, Manuals, materials with coordination of relevant technical department



·         Review the training beneficiaries determined by sub – contractor and observe the process of quality control.



·         Assist Kabul technical Team in coordinating administration, finance, procurement, and operations activities



·         Facilitate and Coordinate the orientation for sub – contractor to ensure that all activities in complain with rule and regulation of IRD- USIAD and GoIRA.



 



Project Control Responsibilities:



Preparing technical reports, photographs, and selected videos on findings from the described activities.

Ensure flow of information from the senior management through the field/district staff and vice versa.

Verify and report quality of works and materials of the KFZ CBG projects.

Communicate with other associates from other KFZ areas to ensure program interaction.

Work closely with the entire Capacity Building and Gender team to ensure proper contractor performance and timely implementation.

Work with the CBG management team to ensure compliance with applicable policies and regulations.

Maintain program files and ensure that appropriate soft and hard copies are in the filing system.

Provide technical oversight and support to field-based for the CBG activities.

Work with KFZ technical staff to ensure that best practices are followed for implementation of the technical areas or project management as appropriate.

Manage Capacity Building and Gender projects schedule, scope and quality.

Work closely with the contractor and other stakeholders to ensure timely and quality performance.

Provide and consolidate detailed input and verification documentation with KFZ Subcontractor field management team on completed BoQ items for interim payment certifications and requests.

Perform regular field trips to KFZ targeted districts in order to assure the quality of the projects works that are being implementing by KFZ Subcontractors.

Each week review, adjust or turn back the weekly report send by the



 



M&E Responsibilities:



Responsible to monitor the subcontractors of Capacity Building and Gender projects progress against set targets and timelines.

Responsible to recommend corrective action measures for any deviations identified in the CBG contracts.



Develop daily and weekly reports based on M&E standard and CBG Director Guidance.  

Check and provide the daily and weekly work progress reports from KFZ Sub-contractors.

Work closely with KFZ M&E team in CBG projects final evaluation.  

Prepare weekly, monthly, quarterly and yearly reports related to CBG activities.

Review the technical documents related to the CBG projects.

Ensure that the sub-contractors reports fulfill the KFZ requirements.
