At least 5 years of relevant experience working in or with a municipal government, particularly with community outreach in Afghanistan. Institutional and capacity building strengthening in the form of training, mentorship, and strategic planning. Previous experience working with women and youth initiatives in an Islamic context or Afghanistan. Strong analytical skills with good problem solving skills & creativity, supported by good writing skills. A minimum of Bachelor’s degree (or equivalent). Excellent interpersonal communication skills and public speaking ability. Fluent in Dari and/or Pashto and strong written and spoken English skills (FSI 3S/3R) required. Previous experience and familiarity working in North of Afghanistan.
The position reports to the Municipal Team Lead.
Duties & Responsibilities
The Community Outreach Advisor(s) will be responsible for managing the activities in target municipalities and coordinating with Municipal Advisory Boards. S/he will be physically located in the municipal government offices of Maymana and will provide mentorship, capacity building training, and other technical assistance as needed to the municipality staff and officials.
OBJECTIVES AND DUTIES:
Provide on-the-job coaching to and mentor municipal officials in community outreach.
Contribute to the design of a customized capacity building plan in areas of citizen consultation, communications, women and youth initiatives and creating a business friendly environment.
Annually help assess capacity building progress in community outreach, making adjustments accordingly.
Identify factors limiting the development and implementation of standard operating procedures (SOPs) as pertains to community outreach. Identify and take steps to resolve limiting factors.
Other duties as assigned.
