QUALIFICATIONS:
University degree in Business Administration or related disciplines
 3 years’ experience in a substantive HR Manager position. 
 Experience in an INGO environment with a total of work experience of 4 to 6 years,
 Familiar with emergency settings, dynamics and have the ability to work in conflict situations.
 Well-grounded knowledge of local employment laws and legal requirements.
 A very good command of English communication skills both written and oral.
 Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities,
 Strong problem solving, interpersonal and negotiation skills.
 Ability to maintain discretion.
 Demonstrated credibility with colleagues and stakeholders at all levels of an organization.
 Ability to express oneself succinctly, creatively and independently,
 Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change.
 Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff.
 Team building skills
 Competent level skills in core IT applications, particularly MS Office, Excel
 A commitment to the values and principles of SC.

Additional job responsibilities:

Duties & Responsibilities

(This position will have 50 % of time working in the provincial offices- Not negotiable) ​

 • Supervision, oversight, mentoring and coaching of the HR Senior Officers in Kabul who are responsible for the daily operations of Human Resources, including Recruitment and Selection, Pay & Benefits, HRIS and Data Management, Performance Management, Training & Development etc.

o Ensure that the Induction system is followed and provided by the relevant managers to the new employees within one week of commencement of the contract,

 o To ensure that recruitment, hiring, documentation and HR data base is up to date, with personal involvement in salary negotiations for new jointers Ensure that all global and local procedure all followed in recruitments (Reference Check, Criminal Record)

 o Supervise the preparation of the monthly payroll for all SCI staff and have close working relationship with Finance Department in finalizing the payroll,

 o Performance management is conducted within defined principles of fairness & objectivity & that performance gaps and training and development plans are managed appropriately

 • Coordinate with Country Office and Provincial HR Officers and provide guidance on policies and procedures,

 • Monitor HR activities in sub-offices for consistency with policies and HR best practices, providing support, mentoring & coaching as necessary

 • Attend ACBAR HR monthly meeting and advise the HR Director on outcomes of the meeting and ensure that HR practices are in compliance with Local Law,

 • Provide advice to staff/line managers on policies and procedures (i.e. Disciplinary and grievance procedures) and other related HR issues,

 o Manages the disciplinary process with the line manager on issues not involving gross misconduct

 • Works with internal audit and line managers to investigate cases of fraud and non-compliance

 • Assist the line managers in following up with the performance management, and preparation and monitoring of performance improvement plans

 • Support implementation of all HR policies and procedures strictly and Monitor terminations to ensure compliance with policies and with Afghan labour law, and ensure exit interviews are completed.

 o Ensure that the Clearance and Handover process is completed for exiting employees

 • Participate in strategic planning and budgeting of activities that meet and support Save the Children’s objectives,

 • Work closely with all the Save the Children staff to ensure a positive work environment.

 • Backup HR Staff including the HR Director as necessary

 • Other relevant task assigned by line manager
