An accredited Bachelor’s degree in public or business administration, mathematics, planning or other relevant field. A Master’s degree in a relevant field is preferred;
A minimum of 5 years of directly relevant work experience, including working in the public sector and/or with donor-funded programs in the areas of M&E, capacity development, institutional development, and/or local governance;
Prior experience on USAID-funded projects supporting the public sector a strong advantage;
Relevant experience in public administration and monitoring and evaluation. Previous work experience working with MoEc at the national or provincial level an advantage.
Hands-on experience implementing capacity development and training programs, including on-the-job coaching and mentoring.
Ability to author technical documents, policy papers, training curriculum and other materials as needed;
Proven organization, management and communications skills in a multi-cultural, multi-ethnic environment and sensitivity and respect for diversity and gender;
High degree of integrity and adherence to ethical standards.
Excellent written and verbal English, Pashto and Dari language skills.
High proficiency in Microsoft Office applications, especially MS Word, Excel, and PowerPoint.

Roles and responsibilities
The ISLA-MoEc Monitoring & Evaluation (M&E) Advisor will support MoEc’s Design & Coordination General Department (DCGD) in strengthening its institutional capacity in monitoring and evaluation. The embedded Advisor will lead and support USAID ISLA assistance for the monitoring and evaluation of the development, review, funding and implementation of provincial development plans (PDPs), in accordance with MoEc’s legal mandate and USAID ISLA’s statement of work and approved work plan.
Detailed tasks and activities
The Advisor will work with DCGD’s M&E section in analyzing the policies, procedures, institutional capabilities and other resources to support monitoring and evaluation of the provincial planning process. The Advisor will develop and propose improvements in the functional systems of the M&E section to enable it to carry out its assigned roles and responsibilities.
Develop or strengthen the framework, tools and templates used for the monitoring and evaluation by MoEc of provincial development planning in the targeted provinces.
Together with other USAID ISLA technical staff, support DCGD in developing and implementing selected capacity development activities for the M&E section of MoEc in the context of provincial development planning.
Support MoEc in analyzing and distributing PDPs, and in coordinating with Line Ministries and MoF to obtain the necessary support, approvals and fund allocations for selected priority projects.
Ensure that relevant USAID ISLA capacity building and training modules, studies, reports and other outputs are added to a provincial planning database or library at DCGD.
Provide technical support in drafting of training manuals and curriculum, capacity development plans, and other tools and guidelines identified in the ISLA statement of work and work plans.
Contribute to the preparation of weekly, monthly and quarterly progress reports.
Support ISLA’s Sr. Provincial Planning Specialist in regularly updating MoEc on progress of USAID ISLA activities.
Support and participate in ISLA events, trainings, meetings, seminars, and working groups, as required.
Perform any other tasks in line with the job description and USAID ISLA statement of work and work plans, as assigned by the direct supervisor in consultation with MoEc.
The ISLA-MoEc Monitoring & Evaluation Advisor will report to the ISLA Senior Institution Building Advisor and work closely with other members of the USAID ISLA technical team. The Advisor will be embedded with the Design & Coordination General Directorate at MoEc for 4 days a week (Sundays through Wednesdays) and coordinate his day-to-day activities closely with his counterparts at MoEc.
