Bachelor’s degree in Economics/ Finance, Business Administration. Master degree in relevant field is preferred.

At least three years of work experience in execution and implementation of financial management systems and applications.
Able to use and implement databases and systems.
Good knowledge of computer applications.

Demonstrated commitment to organizations’ mission, vision and values. 

Promoted knowledge sharing and learning culture.
Ability to perform a broad range of specialized activities. 
Ability to plan, organize and coordinate work.
Ability to lead implementation of new systems and affect staff behavioral/ attitudinal change.
Ability to build strong relationships with clients and external actors.

Fluency in English, Dari and Pashtu.

Understanding of Ms Office  

Duties & Responsibilities

Develop an action plan based on job responsibilities.

Ensure effective use of FMIS in Cadastre Directorate.

Implement FMIS in Cadastre Directorate replacing the current manual procedures.

Ensure that all payments of mineral contracts in Cadastre Directorate are made through FMIS.

Ensure that all financial records are made according to the terms and condition of the contracts.

Assess FMIS and identify problems and gaps in implementation of FMIS in Cadastre Directorate.

Ensure that FMIS enhances transparency and accountability in Cadastre Directorate.

Assess current capacities in Cadastre Directorate and provide advice and training on the job to strengthen the capacities.

Assist Revenue Directorate in developing revenue projections and integrate them into respective annual budgets.

Assist in Documentation, review, analysis and formulation of recommendations for improving existing FMIS.

Assist revenue management expert in providing reports on revenue. 

Assist in develop proposal for upgrading FMIS.

Proper reporting to the head of Cadastre Directorate.

Any other task provided by project team leader and director of Cadastre.
