Qualification:

EDUCATION & WORK EXPERIENCE REQUIRED:

Masters or its equivalent degree with 5 years of experience OR Bachelors degree with 7 years of relevant experience.
Prior international donor experience preferred.
Thorough knowledge of USAID and its contractual and reporting requirements preferred.
Ability to write and verbally communicate clearly and concisely in English and local languages.
Strong organizational and prioritization skills.
Strong computer spreadsheet/word processing skills.
Ability to work both independently and in a team environment.

DUTY STATION: This position is based in Kandahar

 

TRAVEL REQUIREMENTS: Ability to travel throughout southern Afghanistan, with travel to Kabul as needed.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS:

Occasionally required to stand, walk, climb stairs, and sit for long periods of time; regular use of hands to handle or feel objects, tools or controls, and file; regularly required to talk and hear; and regularly required to use computer to look up, create, and modify documents.
Occasionally lift and/or move up to 25 pounds.
Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
Normal office environment; usually moderate noise level
Occasional exposure to environmental conditions include exposure to hot, cold, wet, humid, or windy conditions caused by the weather.

Duties & Responsibilities

JOB SUMMARY:  The contractor will engage poultry companies throughout the Kandahar, and Zabul areas in order to address key challenges to their sales growth and sustainable increase in operational efficiency. The contractor shall deliver to Chemonics the following deliverables, in accordance with the schedule set forth in the table below. The primary objective of activities is to increase the sales of livestock engaged agribusinesses with substantial commercial ties to the RADP-S geography and to aid them in the utilization of technologies related to borrowing from banks to enhance their commercial activities.



PRINCIPLE DUTIES & RESPONSIBILITIES



Deliverable No. 1: List of 12 prospective poultry companies to be engaged beginning on the 1st of March 2017, and concluding on the August 31st of the same year.



The contractor shall identify at least 12 enterprises engaged in the poultry value chain. These businesses may include: Feed enterprises, grow-out enterprises, layer operations, breeder facilities, slaughter houses, and private sector veterinary activities.



Submitted enterprises should not be duplications of presently or previously engaged enterprises and will be vetted against the RADP-S enterprise data base prior to approval.



If only a portion of these 12 enterprises are identified in the period, the Contractor shall be paid a proportionate amount to the total payment named in the below table, as described in the below table.



Deliverable No. 2: Submission of technical assistance plan for nine of the above identified enterprises



The Contractor will submit a technical assistance plan for nine of the above identified enterprises and a statement of cash flows. The technical assistance plan will be similar in kind to the attached technical assistance template and the statement of cashflows be similar in kind and detail to the attached cash flow statement.



If only a portion of these seven cash flows is completed in the period, the Contractor shall be paid a proportionate amount to the total payment named in the below table, as described in the below table.



Deliverable No. 3: Implementation of 9 technical assistance plans for the above identified enterprises.



The Contractor shall –pertaining to the enterprises named in deliverable one and the cash flows named in deliverable number two- implement nine assistance plans.



If only a portion of these six loan applications are completed in the period, the Contractor shall be paid a proportionate amount to the total payment named in the below table, as described in the below table.



Deliverable No. 4: Reporting of increased productivity for 7 enterprises as measured by RADP-S Annual Business Survey.



The contractor will achieve a 10% increased sales for seven of the 9 enterprises mentioned above.



If only a portion of these enterprise documents are received in the period, the Contractor shall be paid a proportionate amount to the total number of companies named in the below table, as described in the below table.



*Upon satisfaction of the above deliverables, the consultant may be retained for future rounds of this activity.
