  • Thorough knowledge of MS Office and Lotus Notes.
  • Experience in maintaining databases and related information/knowledge management

  • Ability to maintain performance expectations in diverse contexts, psychologically stressful environments, and hardship conditions.

  • Experience in working with major donor agencies
  • Familiarity with major donor funding requirements - USAID, EU, ECHO, DFID, GAC, DFAT, etc. Preferred


  • Experience with information management systems.
  • Experience in project design and proposal writing for international donor agencies
  • Minimum four (4) years of development and/or relief field experience –– or the equivalent in the headquarters of a major NGO
  • Knowledge in integrated project design and monitoring and evaluation.  
  • Knowledge of program monitoring and evaluation.

Work Environment

  • Position is based in Kabul, Afghanistan, with travel when required and when relevant to job-related responsibilities.

Duties & Responsibilities


To act as the link between World Vision Afghanistan (WVA) national humanitarian clusters, and the donor community in Kabul and increase the WVA profile at a national level.

To identify and communicate potential funding opportunities for WVA.

Assist and support the programme/operations team, project managers and individual sector specialists by identifying key information, strategic, operational and tactical at a national level that will have impact on WVA operations.

To support the Grants Acquisition Officer during periods of concept note/proposal development by suggesting new project ideas and by contributing to the development of proposals and concept notes



I. Representation and Networking

  • Attend national cluster meetings and represent WVA interests including identifying potential funding opportunities and communicating WVAFG strategic, operational and tactical level interests.

  • Identify key engagement opportunities for WVA National Director (ND), Operations Director, Grants Acquisition Officer, Programme Manager (PM) and Sector Specialists to attend in Kabul

  • Under the guidance of the PM, represent WV Afghanistan at appropriate UN and NGO meetings and workshops; joint-agency assessments; and task force teams.

  • Network and facilitate collaborative working relationships with INGOs and partners and act as main focal point between WVAFG NO and wider Kabul donor community.


II. Project Development

  • Under supervision of the PM and in coordination with the Grants Acquisition Officer, assist in preparing high-quality concept papers and proposals which meet World Vision and donor requirements.

  • Under supervision of the PM and in coordination with the Grants Acquisition Officer, assist in preparing log frames, budgets and other project documentation in accordance with World Vision formats and standards.

III. Monitoring, Reporting and Evaluation

  • Assist the M&E/P&Q coordinator in developing M&E plans

  • Assist the M&E/P&Q coordinator with key M&E tasks including data processing, Terms of Reference (ToR) development and review of Indicator Tracking Table (ITT) as part of proposal development.

  • Assist PM in preparing monthly and quarterly progress reports to the Operations Director as required.

  • Assist in coordinating and supporting project managers and sector specialists in the planning and undertaking of field assessments, technical and impact evaluations of current and ongoing projects.

IV.   Miscellaneous

Assist with additional duties as required.
