Qualification/Experience:

  • For the position of Project Officer - DRR, a graduate degree preferably in Civil Engineering from recognized university with a minimum of 4 years’ experience is considered necessary.

Skill/Competencies:

  • Good communication and facilitation skills;
  • Ability to communicate well and organize trainings for DM local authorities, Schools and communities.
  • Ability to deal with complex and challenging situation.
  • Good command in written and spoken English and computer skills.
  • Reporting and Management skills.
  • Ready to travel and stay out of station any time.
  • Good English, Dari and Pashto speaking would be preferable.

 

Duties & Responsibilities

Program Planning and Budgeting:



  • Assist Project Manager in keeping the project within the budget, planning and implementation of the activities.

  • Assist Project Manager to take appropriate measures to ensure cost effectiveness throughout project implementation.  

  • Prepare weekly, monthly and quarterly work plan and/schedule based on project priorities. 

  • Assist PM for preparation of weekly, monthly and quarterly schedules and work plan in the light of the project scope to produce desired results.

Consultation and Coordination:



  • Develop, maintain and improve work coordination with local key partners (community, schools, UN, I/NGO, education department and DM Authorities), to ensure the successful implementation and coordination of the project activities.

  • Ensure close coordination with the field team of Jalalabad in an effective implementation of the project,

  • Foster and maintain good working relationship with team members, communities, CDCs/DRR Shura, relevant local government authorities, schools, and other stakeholder and encourage team member for doing so.

Program Administration, Supervision, Monitoring, and Evaluation:



  • Work with relevant local authorities, communities and schools for the roll-out of agreed project activities.

  • Support community mobilizers for community mobilization and organizing/establishing Community Developing Councils (CDCs)/DRR Shuras and School Disaster Management Committees (SDMCs).

  • Assist PM in developing ToR for DRR Shuras/CDCs, SDMCs PDMA, and relevant local government authorities.

  • Identify target areas within the target provinces together with ANDMA based on hazard probability analysis.

  • Facilitate risk assessment process and hazard map team in collecting information/data for hazard and DRR mapping.

  • Assist and facilitate team for developing hazard and DRR maps and supplementary text book

  • Facilitate DRR campaigns within schools and communities, with collaboration from schools and media.

  • Conduct awareness raising seminars and trainings in schools, communities and local authorities using supplementary text book on maps to generate a culture of map reading.

  • Assist and facilitate project team for drafting IEC materials.

  • Follow process flow charts of project activities and provide creative insight in making revisions, when needed.

  • Provide support in mainstreaming Quality & Accountability into the program and maintaining all the record of project activities and Q & A.

  • Implement tools such as follow up and evaluation of activities and develop an effective mechanism to ensure its use into project implementation.

  • Ensure adherence to policies and procedure/systems of the organization;

  • Mobilize community, Community Shura, local authorities and schools for their effective contribution and support to the project.

  • Work with cooperative attitude and keep a high standard of work quality.

  • Ensure use and implementation of all those findings and feedbacks that received at the result of any monitoring and/or supervision that help in improving project implementation and effectiveness.

Records and Reporting:



  • Collect data and develop progress reports periodically to PM and Associate Director (AD) in order to ensure the provision of accurate and updated information.

  • Responsible for developing and maintaining records of project activities, achievements, trainings and modules along with project team members.

  • Develop case stories and assist PM in project updates for visibility and communication purposes.

  • Assist PM to develop and draft project quarterly and annual progress reports, project updates when required, case stories and other documents required for project and project stakeholders.
