Bachelor degree in Civil Engineering, Masters preferred.
8+ years of relevant technical experience in proposed position on similar international, donor-funded programs in a conflict affected environment; USG experience preferred.
Experience working successfully as part of a multidisciplinary team and in partnership with other organizations;
Excellent computer skills, particularly hands on knowledge in Auto Cade and other engineering soft wares.
Fluency in English; strong analytical and communication skills; and excellent writing skills.

Duties & Responsibilities
The QA/QC Specialist will report to the Infrastructure Director. He / She will be responsible for the overall Quality Assurance and Quality Control of infrastructure projects. Specific job duties will include but not be limited to the following activities:
Review all infrastructure projects to ensure they comply with USAID infrastructure and environmental policies and other regulations and standards applicable within KFZ mandate.
Supervise infrastructure projects design and drawing processes to comply with quality standards.
Supervise the development of the environmental screening checklist and the implementation of recommendations for each infrastructure and AL project.
Develop/Update QA/QC plans and procedures for KFZ Infrastructure activities.
Travel to KFZ Irrigation Command Area (ICA) in Kandahar province projects sites to ensure ongoing work is in accordance to BoQ and engineering standards.
Lead the QA/QC team on site and coordinating QA/QC matters with sub-contractors and stakeholders from GIRoA, USAID and CDCs monitoring and evaluation teams.
Ensure that all work is completed according to the final and / or contracted BOQ, Technical Design and Specification and timeframe.
Recommend solutions for solving project deviations encountered during the project implementation in the field.
Ensure inspection reports for projects are included in project documentation.
Bring to the attention of the KFZ Management team any projects which are not meeting outlined timelines or where quality and safety standards are not being met.
Prepare technical reports on findings.
Any other related tasks assigned by his/her supervisor.
