Bachelor degree from a recognized educational institution in Agriculture (Horticulture, Food Technology and Agribusiness) specialization in ornamentals horticulture would be given preference.
Area specific training in ornamental horticulture/ agribusiness development will be a plus point.
Master degree in the above disciplines will be given preference.
For Master degree holder at least 3 years and for bachelor degree holders at least 4 years relevant experience in production, processing and marketing of ornamental plants especially saffron is required.
· Familiarity with conduct of production level analysis, market analysis, and grapes processing/marketing is desirable.
· Basic Computer Skills including familiarity with MS Office Programs;
· Must be fluent in English and local languages;
· Strong team orientation and staff development skills;
· Performance management and improvement skills;
· Good written and oral communication skills, as well as strong interpersonal skills;
· Have good knowledge of communities and villages in Herat Province.

Duties & Responsibilities
The Saffron Production/Processing Officer will work under the overall supervision of Project Implementation Coordinator and direct supervision of Provincial Manager. The Officer will follow CARD-F HR personnel policies and will abide by all of the appropriate CARD-F employee rules and regulations. The incumbent will have the following responsibilities:
Assist and train farmers on best practices of Saffron to improve the quality and quantity of their saffron yields;
Assess the farmers current practices and provide guidance on how to correct any issues that may limit productivity;
Train Extension Agents on best production techniques, field management and the saffron harvest collection;
Analyze the current situation of saffron production, the structure of the sector and trends, etc;
Identify needs of saffron farmers and industry and list priorities for future work;
Set up affordable, sustainable scheme using improved inputs;
Set up demonstration fields for practical training on best filed management systems;
Develop saffron growers capacity to increase the supply of quality saffron;
Develop awareness of saffron farming households regarding their responsibilities as commercial market suppliers;
Investigate and trial new concepts like ‘modern drying in ovens’ techniques;
Train Extension Agents on saffron drying/ processing;
Advice beneficiary farmers on better use of fertilizer, water and other resources required for grapes production;
Ensure the provision of quality seeds for the seed bank entrepreneurs;
Ensure the proper management of seed bank and train the extension agents and farmers on selection of best bulbs for seed purpose;
Train Extension Agents on the technology package to be transferred to farmers and organize study tours when appropriate;
Ensure appropriate and timely implementation of activities related to saffron harvest, post-harvest handling, and storage and processing;
Assist the Project Manager in selection of processing entrepreneurs for the card-f grant;
Prepare calendar for the post-harvest activities/ processing carried out over saffron from harvest to consumption;
Liaise constantly with the selected processors on issues such as establishment of the processing plant, procurement of machineries, training of staff and renovation of the building plant and its refurbishment;
Provide technical enterprise development support to the saffron processing company in Herat Province;
Provide technical assistance in developing an appropriate marketing strategy for the saffron processor;
Provide technical assistance to the selected processor on product diversification and maximizing the income from the use of existing machineries;
Work with the saffron processor for sourcing of required quantity and quality of raw material (saffron) supplies from saffron growers;
Ensure saffron supplied to the processing company gets properly checked and sorted for various purposes and properly recorded;
Provide support to improve the marketing, business management and technical skills of the selected processor;
Advise the selected processor on organization, operation and distribution of fruits through whole value chain;
Liaise with laboratory technician about the selection and analyzing the samples for process and final products for quality assurance purpose;
Monitor work schedule and ensure work within timeframe;
Develop and maintain logs for all environmental legislation and ensure all modification according to regulations;
Advice and take active part with regards to beneficiary selection, site selection, land preparation and other activities;
Prepare training materials for the Extension Agents and farmers;
Assist the Project Manager/ Coordinator in the implementation of the project activities and preparation of progress reports;
Travel frequently to the project areas and provide extension services to beneficiary farmers on regular basis;
Any other task assigned by the Project Manager/Coordinator.
