3 years’ experience, especially in an international NGO or similar organisation.
Computer skill at operator level, especially with MS Office packages
Fluency in Pashto, Dari and English, both written and spoken
Strong interpersonal and communication skills
A Team worker with strong troubleshooting skills

Duties & Responsibilities
Liaise with Regional Management Offices on recruitment needs for KMO support. Manage senior post recruitments and visit provinces to provide recruitment training.
Ensure that adverts for websites, newspapers and emails are attractive and well circulated and posted on notice boards.
Plan recruitment exercises and panelists and train line managers to prepare good standard job descriptions and job requisitions in good time to replace positions or fill new posts.
Manage team to track email and paper applications, long list candidates, prepare and conduct written test and provide the recruitment panel with short listing tools;
Ensure procedures are in line with policy guidelines and Employee Committees are trained on these policies
Participate in relevant interviews up to B level; for higher level discuss with HR manager or notify appropriate HR person in case you are unable to take the interview; Properly maintain recruitment related documents
Prepare panel recommendation summary for approval of Head/Director/Country Director;
Prepare an offer letters (conditional and full offer for successful candidates); notify runner ups, unsuccessful candidates; negotiate salary and agree on start date with successful candidate
Have reference checks for all new staff and open files
In consultation with Coms/Benefits, ensure candidates receive induction, including briefing on SHB and policies relevant to the position; Facilitate in Health Committee meetings, register medical cases and generate final report on same on monthly basis.
Maintain a weekly track of recruitments and generate monthly report. share progress and challenges with the line manager on need basis
Manage personal work in an efficient manner and the performance of direct reports to ensure team work and even distribution of responsibilities
Comply with and promote all SCA policies and Code of Conduct.
To ensure that human rights and gender issues are taken into consideration in all activities and processes
Assist other HR functions/sections on need basis.
Conduct any other task(s) within the field of competency delegated by the line manager
