A Master’s degree in social sciences (public administration, international development, or other related field), preferably with a focus on gender or youth concerns, or a Bachelor’s degree with additional compensating experience;
A minimum of 5 years of experience with a Master’s degree, including experience in gender programming, youth development, capacity building, and/or advocacy, or 10 years with a Bachelor’s;
Experience in integrating women and youth considerations in government sector programming preferred;
Previous work with NGOs or international organizations implementing donor-funded projects. Experience on USAID-funded projects a strong advantage;
Experience implementing capacity development and training programs, including on-the-job coaching and mentoring;
Excellent report writing and interpersonal and communication skills in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender;
Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender;
Ability and willingness to work effectively in a fast-paced environment, including frequent travel and irregular working hours;
High degree of integrity and adherence to ethical standards;
Excellent written and verbal English, Pashto and Dari skills;
Advanced skills in Microsoft Office applications (MS Word, Excel, and PowerPoint).
Duties & Responsibilities
The Sr. Women and Youth Advisor is primarily responsible for developing and implementing activities that promote inclusion of women and youth in provincial planning and budgeting, local administration, advocacy and public engagement. This task will be accomplished in coordination and consultation with ISLA’s national and provincial partners and other members of the project’s technical team.
Roles and Responsibilities
Provide leadership, strategic guidance and technical expertise for ISLA’s programmatic activities that focus on promoting women and youth participation in planning, budgeting, service delivery and local governance;
Develop and deliver different levels of training and technical assistance to provincial partners and ISLA staff on inclusion of women and youth in sub-national governance;
Review ISLA proposed and on-going activities from a gender and youth perspective and provide recommendations for adjustments and improvements, if necessary;
Document best practices on the integration of gender and youth empowerment in ISLA’s plans, programs and activities;
Support the establishment and capacity building of provincial women and youth committees in ISLA target provinces;
Network and liaise with ISLA counterparts, including senior Afghan government officials, civil society organizations (especially youth and women groups), national and subnational actors to ensure the inclusion of women and youth in government programs and activities supported by ISLA;
Provide support to the ISLA M&E team in establishing and implementing of youth and gender-related monitoring, evaluation, and reporting;
Contribute to the development of annual work plans, and provide inputs to weekly, monthly, quarterly and annual reports;
Ensure quality of deliverables that directly relate to gender and youth activities;
Any other tasks in line with the job description and ISLA statement of work and work plans, as assigned by the direct supervisor.
The Sr. Women and Youth Advisor will be reporting to the Sr. Advocacy and Communications Advisor. The Advisor will work closely with other members of the technical team in ensuring that all project plans, activities, deliverables are gender-sensitive and reflect the needs and aspirations of women and youth.
