Graduated from bachelor and candidates with LLB degree will have a plus point.

To be able to fluently speak and write both Pashto and Dari Languages. Candidates without knowing any of the two languages are discouraged to apply.

To be able to read and write reports in English

To have command on Ms. Word Excel PowerPoint

Experience in arranging various kinds of meetings with community and Local Governmental Authorities

Willing to travel to all Districts of Kabul Province and have working flexibly at early morning and in evening

Duties & Responsibilities

Distribution of Winterization Assistance for most vulnerable IDP and Returnees is Part of activities of JOHANNITER The aim of this project is to protect most vulnerable families during the harsh winter in Kabul Informal Settlements .

WSTA is responsible for implementation of this project in Kabul Province. 

This position is related to Beneficiary Selection/ Cash Distributor Officer and this position holder will work to Select  the Beneficiary  in all  Informal Settlements  of  Kabul Province with below TOR  

Developing basic weekly monthly and quarterly plan of activities and submit it on timely manner to the project manager.

Planning field missions in coordination with the Project Manager.

Participating in Joint assessments for identification of  IDP and Returnee families in Kabul  through household assessments

Identifying Persons with Special Needs (PSNs) cases among IDPs and Returnee during the assessment  Protracted and Semi protracted discussions. 

Writing and providing clear mission report and weekly report of the above and below activities to the Field  Project Manager on timely manner

Participating at the provincial meetings when required. Provide clear inputs to the Project Manager about the meetings.

Collecting the relevant information from IDPs for matrix forms and submitting such information to the Data Clerk on timely manner.

Comparing the computerized lists with hand-written to avoid duplication and spelling problems

Archiving all the hand-written documents future use.

Coordinating arranging and participating in meetings with Community Development Councils (CDCs) community elders IDPs representatives and other community level forums.

Taking and discussing the needs of IDPs with the provincial authority in coordination and support of  Project Manager.

Developing and maintaining good relations with IDPs between IDPs and host community IDPs and Government.

Doing any other related task of the project in line with the Project Manager instructions.

The Cash Distribution Officer is responsible for the identification selection and verification of beneficiaries and for processing cash beneficiary lists approved and authorized by the Area Manager Cash Specialist and Cash and Distribution Team Leader deals with the cash transfer agents and follow-up on beneficiary receipts for daily and monthly reports. He/She is responsible for ensuring that day to day documentation and financial management functions are performed in accordance with WSTA policies agreed Standard Cash Operating Procedures (SOPs). The Cash Distribution Officer supports and contributes to the organization and implementation of all distribution activities. Supporting the emergency response in ensuring an effective team and enabling environment are in place that achieves above mentioned   program activities . To conduct cash distribution monitoring and PDM monitoring
