Work Experience: Master’s with 5 or bachelor’s with 7 Years
  • Experience vis-a-vis government non-government and donor organizations on BEE reform strategies that promote transparency fairness and a level playing field.
  • Demonstrated BEE writing experience (legal briefs articles or other written materials area required to validate writing strength)
  • Ability to communicate effectively in a cross-cultural environment
  • Excellent written and verbal English language skills; fluent in Dari and Pashto.
  • Proven leadership ability versatility and integrity with experience working with individuals in culturally diverse settings
  • Strong track record in developing workforce-related interventions that are gender-sensitive
  • Knowledge of the consulting process to effectively lead highly significant engagements from inception to conclusion
  • Demonstrates superior strategic-thinking and consulting skills in guiding the project toward workable strategies and solutions
  • Highly skilled in navigating organizational complexity
  • Incorporates excellent skills in change management programs on a regular basis

Duties & Responsibilities

The BEE Team Leader will support the implementation of a broad array of WED activities related to promoting an enabling environment in Afghanistan that encourages women-owned firms to invest and grow. The BEE Team Leader will design implement and monitor activities designed to engage local stakeholders in advancing business climate reforms through mobilization of local expertise to identify legal regulatory and administrative barriers; provide technical assistance to support the implementation of reforms; and to guide advocacy by businesses industry associations and other NGOs that seek to improve Afghanistan’s business enabling environment

  • Under the guidance of the Chief of Party lead the development of the BEE reform agenda for targeted reforms
  • Work with private sector government and other stakeholders and with project colleagues to ensure optimal design and implementation of the Business Enabling Environment Work Plan in alignment with project objectives and indicators
  • Develop a framework for analyzing existing policy suggest reforms and regulatory changes and identify necessary areas for capacity improvement that captures stakeholder input
  • Determine priority reforms and develop strategic approaches and specific tactics to achieve said reforms
  • Support implementation of demand-driven business reforms with stakeholder inputs
  • Overseeing technical assistance and support to project beneficiaries and partners
  • Supporting the design and implementation of project-supported BEE assessments at the national and sub-national level
  • Facilitating roundtables of business and government leaders to ensure stakeholder ownership
  • Identify areas of coordination and collaboration with Government of Afghanistan the private sector local NGOs and donor projects
  • Particularly business associations and/or chambers who will lead advocacy efforts
  • Contribute to the enhancement of the dialogue between the Government of Afghanistan and non-governmental entities (think tanks academia business sector representatives) in support of BEE initiatives
  • Provide written contributions to WED’s annual work plans; MEL plans and activities; and weekly quarterly and annual reporting and planning as required
  • Perform other tasks as assigned by supervisor.
