  • Minimum Bachelor Degree in relevant fields (such as social development Sociology anthropology social science degree Political Science and International Development) with at least 4-year relevant work experience or Master Degree with 3 years’ relevant experience in related environmental and social issues.

  • Analytical ability practical problem-solving skills and resourcefulness in performing varied tasks in the area;

  • Demonstrated skills in retrieving gathering and obtaining information from various sources;

  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;

  • Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;

  • Strong inter-personnel skills and commitment to work in a team-oriented multi-cultural environment.

Duties & Responsibilities

Organizaiton of Human Welfare – OHW intends to hire an individual Social Development Specialist to support the work of the local governance projects. The Social Development Specialist will be required to help project team in preparation implementation capacity building and monitoring and reporting of Social Safeguard Management including gender citizen engagement and grievance management.

Social Development Specialist is responsible for ensuring that the Project’s social development outcomes are achieved that includes social inclusion transparency accountability monitoring in delivering the services.



 



Duties and Responsibilities:




  • The Social Development Specialist will be reporting to the Program Manager at the country level The details of the task are as follows:

  • Coordinate the social assessment to prepare Social Management Framework for key services of Local Governance Projects – (a) deliver clear property title and (b) land transfer and acquisition for infrastructure projects (i) social inclusion strategy and gender action plan (ii) stakeholder analysis to prepare citizen engagement action plan (iii) communication strategy including information dissemination and consultation action plan; (vi) workflow for land clearance allocation and land acquisition for tracking on real-time (vii) indicators for monitoring and evaluation and reporting systems; and (viii) budget.

  • Ensure implementation of Local Governance Projects.

  • Ensure and coordinate with the relevant team members that communication and consultation action plans include women and their concerns are addressed and documented.

  • Follow up on the implementation of consultation action plan and document the same including the limitation and reasons for weak consultations.

  • Organize and facilitate implementation of stakeholder engagement action plan at regular intervals to focus on the key delivery of services.

  • Facilitate and train relevant subproject staff to prepare site-specific Resettlement Action plan for the infrastructure facilities in accordance with the given guidelines if required.

  • Develop standard operating procedures and flowcharts that codify how grievances will be redressed for all stages of the process.

  • Prepare progress updates and information to complainants about results of investigations and action is taken. Written complaints to be given to the complainants.

  • Assist as necessary with the logistical aspects of social related learning events including maintaining calendars of events and team schedules.

  • Organize and develop training materials for learning activities for project staff on project 

  • Provide timely advice to staffs on all aspects of local governance projects processing procedures including consultation disclosure requirements.

  • Travels to Provinces as required.

  • Any other relevant task assigned by the supervisor.

  • Prepare monthly progress reports on the implementation of SMF that includes an action plan for the subsequent month.

  • Work in collaboration with World Bank Social Development Specialist.
