Duties & Responsibilities


World Vision Afghanistan has been working in Badghis Province for more than10 years addressing health education and livelihood issues. The relationship the local government is very strong which proved with the MOU with various government departments in the province level. Together with the government and the communities in the target areas World Vision Afghanistan has been working to achieve the goal of WV Afghanistan for the period of 2014 – 2018 that is improving survival and wellbeing Afghan girls and boys building the foundations for a better future for Afghan children and their communities.

The AACRS (Australian Afghanistan Community Resilience Scheme) project is a four year project funded by the Australian Department of Foreign Affairs and Trade (DFAT). This project has wide range intervention ranging from livelihood small scale irrigation processing of agriculture product and marketing components. The project’s end of program outcome is improved livelihoods of communities and families in Badghis which are sustainable and inclusive of vulnerable groups. End of program outcome is supported by three intermediate outcomes that is 1) families are more food secure; 2) producers sell more products in existing and new markets; 3) The vulnerable including women headed households are benefitting from project initiatives.

Number of beneficiaries will be benefitted from this project is 24 500 households in 104 villages in the district of QiN Qadis Qala I Naw Ab Kamary and Moqur. Project activities will be implemented in partnership with CDC (Community Development Council) and other government institutions who are working on agriculture and livestock irrigation and rural rehabilitation sectors. To encourage women actively involved in this project the project will work closely with the Department of Woman Affair (DoWA).


To initiate and develop a social process in selected communities  of collective analysis of community problems in each sector and collective action leading to solutions of those problems and to make that process self-sustaining and self-managing.


  • Act as a liaison between WV and the cluster

  • To motivate and encourage communities  leaders and CDCS to talk to their fellow community members about unity inclusion and self-reliance;

  • To initiate actions aimed at breaking down passivity apathy and attitudes of letting others do things for them

  • To raise awareness that community members themselves can move each community out of poverty and to show them ways they can do this for themselves

  • To assist community members to identify needs and to generate solutions identifying priority issues and to analyse their problems

  • To encourage and stimulate community members to organize for action aimed at solving their problems and to plan implement and monitor action that they define themselves

  • To assist the community in obtaining available outside resources warning of the negative effects of becoming too dependent upon outside resources

  • To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten marginalized and overlooked in community decision making

  • Encourage meetings between CDCs and beneficiary groups to discuss and make decisions on project related issues.

  • Mobilize and organize the communities and encourage the CDCs to maintain community participation in the required stages of the project as well as provide community contribution as agreed.

  • Be alert for any possible project related conflict if and in case arisen and provide on time report with effective suggestions for conflict resolution to the project manager.

  • Keep records of CDC minutes of meeting and any other project related gathering.

  • Inform the CDCs and target beneficiaries of any major change in the design or scheduled project related activities.

  • Be aware of the security situation of the target area and share any security concern with the project manager and security coordinator.
