Qualification

Education:Bachelors in community development social science law
Work Experience:7 relevant experience in social development Years
Qualification:
  • Bachelor degree in community development social science law with minimum 7 years relevant experience in social development programs and minimum 3years of experience managing social development programmes.
  •  Experience in water sanitation and hygiene and housing (shelter) assistance and community mobilization is preferred.
  • Experience in working with IDPs and returnees.
  • Expertise in monitoring and reporting systems.
  • Knowledge of UN rules and regulations is an advantage.
  • Good knowledge of MS-Office applications.
  • Knowledge of local area and community is essential.
  • Excellent interpersonal and communication skills.

Duties & Responsibilities

With regard to implementation of the SHURA Programme and to ensure that the required outputs are achieved in line with the work plan the Community Inclusion Associate will be reporting on a day-to-day basis to the Programme Support Officer and will adequately continuously and comprehensively keep him/her informed. S/he will have the following duties and responsibilities:



Main Responsibilities:




  • To coordinate and cooperate beneficiary selection process together with IOM and MoRR report any challenges and obstacles to SHURA project management team.

  • To be responsible for implementation of social parts of the SHURA programme.

  • To monitor the operation of Re-settlement Centre and ensure IDP/returnees registration process is treated with dignity and on a timely manner.

  • S/he needs to ensure there is comprehensive complaint response mechanism.

  • To be responsible for the development and implementation of the integrated framework for social care.

  • To support multi-disciplinary programme operation in developing and maintaining the strategic operation partnership with the health education police civil society and to ensure that the multi urgency work maximizes SHURA programme impact.

  • To be responsible to focus on the provision of social services including of planning and management of assessments support services in a timely and effective way through an AGD-LENSE.

  • Will be responsible for child protection and the entire service package for the children.

  • Will need to identify and build the social development competencies with all social services staff ensuring their professional development in social work by training and adequate supervision.

  • To support the community development groups by creating linkage to key agencies for social services by developing multi-disciplinary social framework within the community themselves.

  • To work with the development and humanitarian agencies to peruse opportunities for social cohesion and social services provision.

  • Identify and document good practices/lessons learned; bring to the attention of the Programme management team.

  • To be responsible for advocacy issues representation social documentation like Tazkira GBV-Gender based violence and other cross cutting protection themes.

  • Case management and liaison with social welfare groups including of MOLSA regarding children women and families at risk.

  • To be responsible for social risk analysis and the capacity assessments.

  • Support the local UN-Habitat office to provide timely and effective development assistance to government of Afghanistan and programme partners

  • Build effective partnerships with programme partners and local non-government stakeholders;

  • Identify and support synergies and cross fertilization of programmes to best support the local authorities UN and partners;



Key Activities:




  • Support the monthly quarterly and annual provincial work planning in line with national work plans and overall programme work plan;

  • Support field activities and ensure their quality and timely progress and completion in line with agreed work plans;

  • With help of Programme Support Officer National programme manager conducting training for community mobilizers and ensure they understand tand SHURA outputs and transferring of the messages to community accordingly.

  • Supporting community mobilizers on documentation process including of social finance and procurement.

  • Develop a system for quality assurance of community-based initiatives of the project.

  •  Monitor and ensure that community consultation meetings trainings demonstration activities village mapping community action plan and capacity building of the community are done on a timely basis as per the agreed standards.

  •  Identifying the social related issues and make recommendation to the management team.

  •  Discuss project activities regularly with local communities and receive their feedback on the activities at CDC or Guzer level.

  • Maintain good liaison with the local authorities implementing partners and communities.

  • Conduct regular field surveys and assessments; community mapping information and ensure proper documentation.

  • Provide training and advice to the field personnel and implementing partners on project activities and approach particularly on community mobilization and relevant social based campaign.

  • Development of the social mobilization messaging and communication in close coordination with provincial manger.

  • Prepare weekly monitoring reports based on standard formats for submission to the Programme Support Officer with copy to the Team Leader or in his absence to the Regional Programme Manager.

  • Ensure adherence to UN-Habitat operational policies procedures and standards of conduct

  • Perform any other task assigned by the supervisor(s).
