Ø  A master degree preferred (minimum 7 years) or Business Degree (minimum 10 years’ experience) or equivalent work experience with USAID or NGO’s. Those with previous experience working on time and materials contract preferred. 
Ø  Comprehends general business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for commodities and services.  
Ø  Experience in preparing all manner of solicitation documents including RFP’s, RFQ’s, IFBs and conducting bid evaluations.
Ø  Familiarity with US Government Time and Materials Contracts
Ø  Ability to read, comprehend, and apply knowledge relating to subcontracts and purchasing processes in English.
Ø  Ability to communicate orally in the English language with customers, co-workers, and vendors in face-to-face, one-to-one settings, or using the telephone and/or email.
Ø  Capability to enter data into a terminal, PC, or other keyboard device, for long periods of time. Ability to file and update files, both hard as well as soft files.
Ø  Work cooperatively with other employees, branches and suppliers.
Ø  Resolve inquiries and complaints from assigned suppliers under the direction of Operations Manager.
Ø  Perform arithmetic calculations, such as calculating interest, discounts, and shipping charges; use common units of measure; maintain an effective liaison with vendors, management, staff, and co-workers. 

Duties & Responsibilities

Assisting in the procurement process, from the initial stage at the requisition or Work Order level until complete and final settlement when pertinent invoicing takes place. Independently determining the disposition of routine subcontracts problems. Ability to prioritize and meet deadlines. Capable of working with little or no guidance.
Duties and responsibilities
Responsible for assuring that the requirements for purchased items are filled in a timely and cost-effective manner and that stocking levels are maintained within established guidelines. (FAR)
Ø  Under the direct supervision of Operations Manager he/she is responsible for managing the logistical requirements of the contracts team.
 Implements, controls and maintains an effective communications system with other departments.
Audit, check and control of subcontracts, procurement/purchases. 
To maintain proper filing of all subcontracts and procurement documents in accordance with the FAR, AIDAR, and other applicable rules and regulations. 
Assist the Operations Manager in all contracting matters as needed.
Prepares solicitation documents such as RFP/RFQ/IFB’s including conducting bid evaluations. 
Drafting and finalizing all manner of procurement documents including Subcontracts, Blanket Purchase Agreements, Lease Agreements, and change orders etc.
 Keep track of project inventory including preparing and filing the disposition documentation. Must have familiarity with using Access or other database programs.
Review work orders for completeness, accuracy, and compliance.
Organizes, updates, and retains subcontractor information files and subcontracts records.
Ensuring project compliance with USAID rules and regulations and TetraTech company policies while implementing and providing advice to senior project management on contractual and procurement issues.
Negotiate price, contract terms and conditions, statements of work, prepare and review all manner of procurement documents, subcontract, Blanket Purchase Agreements, POs, Service Agreements etc.
Review and negotiate price quotations and proposals for long term agreements.
 Demonstrates continuous improvement efforts.
Manage relationships for assigned subcontractors/suppliers and work orders.
Work in concert with the finance team to develop various kinds of tracking sheets, provide any relevant contractual information and analysis i.e. Keeping track of Work Order hours, budgets and any other issue bordering on finance and contracts.
Maintains data and prepares reports using office automation software as requested.
Ability to work with the local suppliers, including travel to the local places of business for the purpose of conducting contract negotiations, verifications ( due diligence), and may be required to act as a back-up project Buyer.
Is capable of designing reports as needed, uploading electronic files in a timely manner and building and maintaining subcontractor hard copy files as well as electronic files.
Ø  Supervising the subcontract specialist and the buyer.  Ability to act as Lead and train the subcontracts specialist and the project buyer positions.
Work in close collaboration with the finance and accounting team.
Process and follow through with property dispositions from USAID and other implementing partners.
Ability to immediately start completing vetting requests for multiple new subcontractors.
To perform any other contract/finance duties as required or as directed by the operations manager.
