5 years of relevant experience with USAID NGOs and/or Embassies.
Must be familiar with the USAID Procurement Rules and Regulations.
Fluent in English and in local languages i.e. Dari & Pashto.
Knowledge of business law contractual terms and conditions and how to mitigate risk.
Proficient in Microsoft applications (Outlook PowerPoint Word Excel SharePoint)

Duties & Responsibilities
The Contracts Manager is responsible for managing complex procurement subcontract and administration activities for commercial/government Contracts consistent with customer requirements government regulations and company policies and procedures over $10 000.00.
The Contracts Manager will support the procurement team and will work closely to oversee and manage all procurement activities in accordance with AUAF’s and USAID’s policy and Regulations. The Contracts Manager will monitor the contracting activities of AUAF’s operations and will ensure compliance with AUAF Procurement Policy and in accordance with the local procurement procedures to ensure compliance from time to time.
Major Duties and Responsibilities:
The Contracts Manager duties and responsibilities include but are not limited to the following:
Act as advisor to Procurement Officers regarding legal requirements best practices terms and conditions and delivery schedules.
Prepares negotiates and manages AUAF Purchase Orders Subcontracts and Agreements over $10 000.00 unless otherwise assigned.
Oversee their Request for Proposal preparation pricing activities and contract negotiations.
Review/Prepares and submit all procurement documents in compliance with the AUAF Procurement policies and procedures. Drafts and reviews RFQs/RFPs for submittal to the Public.
Manage higher-level supplier relationships including leading kick-off meetings communications technical evaluation teams and performance measurement.
Manage the coordination of post-award supplier/vendor’s Purchase Order/Subcontract Terms and Conditions.
Prepares vetting documents for Director of Procurement’s review approval and submittal.
Prepares Donor Approval package for the Director of Procurement review.
Ensure proper payment packages are complete for submittal to Finance Department
Monitor supplier evaluations to collect end-user feedback and identify areas requiring improvements or corrective action.
Ensures AUAF Procurement Policies and Procedures are fully applied in day to day procurement activities.
Manage and oversee procurement closeouts
Review and resolve issues on assigned tasks which affect company compliance and ensure satisfaction of legal requirements and company and customer objectives.
Ensure that services and deliverables are delivered in accordance with the agreement terms and conditions.
Create and maintain records for all assigned subcontractors and contract close-outs in accordance with AUAF Procurement Manual.
