Academic Requirements: first degree in a medical related field (medicine or pharmacy) with additional qualifications in public health RMNCAH and humanitarian assistance

Experience: five years working experiences in the field of coordination and management of humanitarian assistance interventions

Languages: strong written and spoken English

Training experience is an advantage

Computer skills: Proficiency in current office software applications.

Ability to travel to conflict affected areas



 


Duties & Responsibilities

The RMNCAH Emergency Coordinator will be under the overall supervision of RMNCAH Director of MoPH and directly reports to the Director of RMNCAH. He or she works closely with UNFPA Programme Specialist (Humanitarian) and will be jointly appraised by UNFPA and MoPH/RMNCAH Directorate. The incumbent will ensure effective and efficient coordination on humanitarian response by MoPH and UNFPA Afghanistan Country Office. The thematic focus of humanitarian and emergency support will be centered on reproductive health and Gender Based Violence (GBV) in emergencies. The incumbent will serve as the focal point of MoPH with key Government Officials such as Afghanistan National Disaster Management Authority (ANDMA) Emergency Preparedness and Response (EPR) and Gender Directorate of MoPH UN agencies NGOs particularly of BPHS and EPHS implementing agencies and UNFPA partners. The incumbent as necessary must be willing to travel to the site of emergencies to conduct need assessment collect data and accordingly response to humanitarian crisis situation.



 



 



Specific Roles:



A. Technical: Planning Implementation and Monitoring of Minimum Initial Service Package (MISP) during crisis:



Develop contingency plans for RMNCAH in emergency and gender-based violence (GBV) based on National Health Sector Disaster Management strategy of MoPH.

Conduct rapid need assessments during humanitarian crisis and ensure reproductive health and GBV information is reflected in the assessment reports. 

Collect information on population affected by humanitarian crisis through direct observation of affected areas meeting community leaders and local officials in the disaster affected areas.   

Conduct supervision and monitoring visits of distribution of RH and dignity kits. 

Participate actively in adaptation and updating of Minimum Initial Service Package (MISP) training guidelines.

Provide support to UNFPA and Health Cluster Coordinator in preparing humanitarian assistance reports.

Participate in capacity building of MoPH and healthcare providers on RH in emergency preparedness and response issues by conducting ToTs on Minimum Initial Service Package (MISP) and trainings at the focus districts and provinces.

Provide support in development of the capacity building action plan based on the outcomes of any field missions as well as analysis of ongoing/completed projects and effectiveness of the RH emergency preparedness and response mechanism on humanitarian assistance in the provinces; this in close collaboration with all stakeholders;



Coordinate with HMIS unit of MoPH to collect and analyze RH data specifically of skill birth attendance at the country level on quarterly basis.

Maintain a continuous flow of information with RMNCAH and EPR departments of MoPH ANDMA other UN agencies and Non-UN humanitarian agencies where appropriate for all emergency and humanitarian programmes and projects to ensure proper coordination of project formulation implementation evaluation and follow-up;

Contribute to the preparation of the reports on program activities; drafts regular correspondences with other actors in emergency and humanitarian response etc. as needed;



Conduct or coordinate field visits in relations to duties described herein;

Undertake missions and assessments as appropriate to inform strategic approaches and for addressing issues of humanitarian emergency preparedness and response.



 



B: Coordination and advocacy:



Support establishment and leading RMNCAH in emergency coordination team meeting ensure monthly RMNCAH coordination meetings held minutes prepared and disseminated among relevant stakeholders.

Participate in meetings and consultations related to humanitarian assistance and prepare the reports when required;

Build strong partnerships with humanitarian assistance stakeholders at the national and provincial levels.

Participate actively in health cluster meetings and workshops provide feedback on skill birth attendance at country regional and provincial levels to health cluster members.

Ensure integration of RMNCAH in contingency plans of MoPH.
