  • Proven skills in fund raising and fund management

  • Strong People Management and Change Management Skills

  • Thorough understanding on VFM(Value for Money) and organizational Due Diligence

  • Strong Problem Solving and Risk Management skills

  • Excellent writing and facilitation skills

  • Experience of working in a challenging context would be an added advantage.

Experience Requirements:

  • 15+ years experience in diverse programme management in a developing country setting out of which at least five years in senior management position.

  • Working experience as Country Director would be an added advantage.

  • Professional knowledge in diverse development approaches

Duties & Responsibilities

Summary of duties:

Overall leadership and management of the Afghanistan Country Programme of BRAC International (BI). Provide strategic direction design and roll out in-country strategies (as required) in line with BRAC International strategies enable others to act and hold them accountable facilitate change management ensure quality implementation of programs and Value For Money explore and identify long term funding opportunities and lead fund raising efforts and process analyse effectiveness of programme and facilitate learning and sharing culture within and outside organization; management of resources audit problems and risks; policy advocacy and representation. Facilitate contract negotiation signing (where applicable) and ensure due diligence and quality reporting. 

Specific duties:

  • Provide strategic directions and guidance to the team with the objectives of envisioning the future and ensuring the Value for Money for existing programmes.

  • Uphold promote follow and apply the core values and mission of BRAC International in Afghanistan.

  • Design facilitate develop and roll out of appropriate strategy and ensure that those are in line with BI strategies and Country Strategy Paper.

  • Lead coordinate and manage the country portfolio for effective and efficient delivery of results.

  • Deliverquality assurance of programme interventions by providing strategic directions and guidance to the team modelling the way enabling them to act and holding them accountable.

  • Explore and identify long term funding opportunities lead and coordinate the development of new programmes and fund raising efforts.

  •  Facilitates partnerships with government UN agencies bi-lateral and multi-lateral donors private sector civil society etc.

  • Represent the organisation in different forums and networks and to the government donors UN agencies affiliate offices and head quarters.

  • Lead and facilitate resource mobilisation and knowledge management and communications of results for portfolio rising.

  • Ensure effective transparent and compliance management of both financial and non financial resources that comply with the organisational host country governments and donors’ policies.

  • Follow up with Programme Managers on the findings of Audit and Monitoring reports and take steps to improve quality of programme activities.

  • Ensure legal and ethical compliance of the host country departments/ministries and the contractual compliance and obligation to donors.

  • Ensure high standard safeguarding practices across the country programme as per organisational policy

  • Ensure that safeguarding training and handling safeguarding issues including sexual harassment child abuse complaints from the employees and associates are managed effectively in the country.

  • Analyse continuous impact and effectiveness of existing programmes on a national level.

  • Strengthen result measurement systems for BRAC and ensure Result-Based Management (RBM) and Central Knowledge Management Learning (KML) system for feeding the gathered information for multiple uses i.e. fundraising strategic framework development and policy advocacy.

  •  Contract negotiation signing (where applicable) and ensure due diligence and quality reporting.

  • As the Member Secretary coordinate the efforts of BRAC Afghanistan Advisory Council.
