Education and Experience

  • Master’s Degree in Education or relevant field;
  • Minimum of five (3-5) years of relevant professional experience within national and international organization in the areas of coaching training curriculum development capacity building including but not limited to drafting training materials and reports and training evaluation;
  • Prior experience in a supervisory capacity in training administration and training management;
  • Proven experience in working with the Government Departments high level officials and Ministries

Languages

Fluent oral and written skills in English Dari and Pashto

Specific Knowledge/ Skills/ Competencies

  • Good Understanding of political and cultural issues surrounding Afghanistan;
  • Good Understanding of National Occupational Skills Standard (NOSS);
  • Good Understanding of Training and Curriculum Modules
  • Excellent written and verbal communication skills
  • Good knowledge of Microsoft Word Excel and Power point
  • Solid interpersonal Skills
  • Ability to work under pressure with tight deadlines entrepreneurial spirit and flexibility;

Duties & Responsibilities

About Mercy Corps – Afghanistan (MCA)



Mercy Corps (MC) is present in Afghanistan with a large portfolio of programs addressing the promotion of sustainable licit livelihoods agriculture development youth vocational skills and natural resource management. It has been increasingly necessary to have a centralized system to help monitor and evaluate the impact of MC’s overall programmatic activities in the country. It is essential that there is thorough documentation of results and constraints and that successes that can be replicated and taken to scale are highlighted. Future program design and implementation should be driven by lessons learned from program results and impact.



GENERAL POSITION SUMMARY:



With funding from SIDA (Swedish Development Agency) Mercy Corps intends to support youth potential migrants and job seekers to develop enhanced market driven skills and knowledge for improved employability income generation and resilience. The Program is scheduled to be implemented in Kabul Parwan Helmand Kandahar Ningarhar and Herat in close coordination with the Ministry of Labour Social Affairs the Martyred and Disabled (MoLSAMD) and Ministry of Refugees and Repatriation (MoRR).



Job Description:



The Curriculum Specialist will be responsible for developing / updating curricula for traditional non-traditional and emerging skills identified through the labor market assessment (LMA) and Feasibility study (FS) conducted by Mercy Corps in the targeted locations. This assignment will be carried out with close coordination and consultation with National Occupational Safety Standards (NOSS) of MoLSAMD and Deputy Ministry of Technical Vocational Education and Trainings (DM-TVET) of Ministry of Education (MoE) of the Islamic Republic of Afghanistan.



ESSENTIAL JOB FUNCTIONS:



The main responsibility of Curriculum Specialist is to provide curriculum design and development services to the ESIF program of the Youth Vocational Skills (YVS) portfolio in Mercy Corps and to ensure that vocational skills at ESIF are market-driven competency based up-to-date and relevant that meet the quality assurance standards according to local regional and international benchmarks.



The individual selected for the position of Curriculum Specialist (CS) will be supervised by and report to the Senior Program Manager ESIF. It is to be noted that because of the varying trade specialties there will be more requirements placed on the CS to review specialized curriculum needs of the organization. Although the specific tasks/duties of the Curriculum Specialist will be to:



Under the supervision of the Senior Program Manager the Curriculum Specialist will be expected to:




  • Develop curricula in consultation with the National Occupational Safety Standards (NOSS) MoLSAMD and in line with the labor market assessments for the existing and emerging skills;

  • Research for curriculum development and the need for appropriate training materials.

  • Seek inputs on the curriculum development for Master Trainers VTC Coordinators or other related staff in the ministry of Labor social affairs martyred and disabled.

  • Identify document and promote best practices from the Master Trainers in close consultation with VTC Coordinators Program Officers and Trainers;

  • Arrange the curricula in a way to fit the course duration and hours;

  • Update existing curricula in consultation with the Skill Development Directorate of MOLSAMD

  • Ensure to balances the theoretical and practical training within consideration of informal training principles.

  • Identify innovative ways to improve practical learning by incorporating more pictorial learning

  • Guide the Master Trainers and Trainers on the developed curriculum

  • Liaise with master trainers and trainers on regular basis and provide technical guidance

  • Develop appropriate lesson plans for each of the skill based on the allocated training duration for both theoretical and practical sessions

  • Represent the relevant program component build relationship and coordinate with partner government institutions (Skills Development Directorate) and other stakeholders involved in curricula development;

  • Make regular visits to VTCs to observe teaching the curricula

  • Any other task assigned by the Sr. Program Manager
