Master’s degree with 5 years of relevant experience Bachelor degree with 7 years of relevant experience Relevant fields include but are not limited to Business Management Management Compliance Accounting Finance and Administration.
Experience of working with USAID or other similar development projects or programs management.
A minimum of 3 years’ experience managing grant program of similar size and scope.
A minimum of 2 years’ writing grants grant concepts and grants budgets.
Proven track record of achieving grants management goals and objectives financial management and oversight of grantees in similar context.
Experience in evaluating and assessing the compliance of agricultural programs is desirable.
Ability to initiate and implement activities with minimal oversight and supervision assess priorities and competently complete a variety of activities with a high level of accuracy compliance and timeliness.
Excellent interpersonal verbal and communication skills combined with problem-solving skills.
Duties & Responsibilities
The Deal Notes Technical Manager is responsible for managing the deal notes technical development process along with the RIFA Manager in coordination with all value chain leads and regional teams. To achieve technical rigor accuracy and to ensure compliance in each deal note the Deal Notes Technical Manager will work closely with the RIFA manager Value Chain Leads and Regional managers to develop the technical aspects of the Deal Notes budgets and any other relevant supporting documents. The position will take the lead in developing all vetting requests generated by the deal notes and ensuring request application are delivered to the COP in an accurate and timely manner for submission. This position will work closely with the RIFA Manager to ensure that deal notes targets are met as required through the close monitoring of the work plan and active up to date tracking.
Objectives and Duties
Provides technical oversight quality control and compliance to the deal note process including budgets and environmental requirements.
Ensures the highest level of integrity in the management of subcontracts and procurements under the deal notes activities to include proper adherence to DAI/AVC-L and USAID policies and procedures.
Administers the full cycle of subcontract and deal notes management activities from solicitation through selection pre-award assessment negotiation monitoring/compliance visits and closeout
Participates as a member of the MAPA and deal note technical evaluation team.
Manages the technical progress on deal note development with Value Chain Leads.
Supports Value Chain Leads with MAPA and deal note writing assistance including developing technical scopes of work and mapping milestones in coordination with the MEL Director.
Facilitates communication with the project and HO procurement when preparing budgets and considers payments processes for deal notes.
Provides administrative oversight to AVC-Livestock’s Subcontractors to include maintenance of budget satisfactory delivery of scope and project deliverables adherence to donor requirements facilitation of approvals etc.
Presents deal notes status and information to a variety of groups (e.g. funding requests deal note applications and requests representing co-investments partners etc.) for the purpose of gaining the required administrative and technical approvals.
Ensures timely training of subcontractors anchor firms and AVC-L staff to understand and comply fully with AVCL/DAI and USAID requirements. Develop training materials and carry out regular trainings with subcontractors and anchor firms.
Reviews and provides individual feedback on all financial performance and M&E reports to each co-investment partner. Analyzes all of the information provided and prepares cumulative financial M&E and performance reports for submission to the management and USAID as requested.
Conduct regular visits to regional offices to work individually with members of regional teams.
Assist regional with reporting questions regarding deal note activities to ensure quality report inputs.
Tracks the overall deal note technical development process including the deal note calls ERF phases and be the primary POC for COP approval.
Compares sub-contractor deliveries with issued contract and contacts sub-recipient when there are discrepancies.
Supports closeout of awards including preparation of final inventories property disposition etc.
