Master’s or its equivalent with 5 years of relevant experience; Bachelor’s degree with 10 years of relevant experience
Demonstrated experience in leadership positions on USAID-funded projects.
Strong technical leadership to program activities and results.
Knowledge of current best and promising practices in the field of gender and economic growth
Experience effectively integrating gender and youth programming into development programs
Experience working collaboratively with host Afghan Government and the local private sector and coordinating activities with those of other donors
Experience managing culturally diverse teams and working with counterparts from other culture
Excellent written and verbal English language skills
Experience working with civil society community-based organizations the public sector the private sector local communities local government and donors and in developing effective capacity building methods.
Previous experience in working with communities raising awareness and providing services
A proven record of excellent management strategic thinking and decision-making leadership communication and interpersonal skills.
Demonstrate ability to find viable solutions to complicated problems in a flexible time-sensitive and creative manner.
Willingness to serve women affected by violence based on need
Strong leadership skills and demonstrated ability to manage and motivate teams.

Ability to travel to the provinces per requirement of the project

Duties & Responsibilities
The Deputy Chief of Party – Technical (DCOP) will assist the Chief of Party (COP) in managing the technical work of the program to ensure that all the activities are met in accordance with the program workplan and are of sound quality and overseeing daily program implementation on a full-time basis. S/he will assist with management and quality control of reporting public outreach training monitoring and evaluation and beneficiary relationships and will be responsible for day-to-day communication with USAID and other program partners. In the absence of the COP the DCOP will serve as acting COP.
Provide support to the Chief of Party in programmatic strategic development and quality control duties.
Works closely with the Chief of Party Technical leads and Provincial Directors/Leads to provide technical and managerial oversight for the Activity
Coordinate the technical team on comprehensive implementation of the activities in order to achieve the Activity results and objectives while complying with USAID rules and regulations.
Build partnerships with key stakeholders including local implementing partners government officials and USAID.
Oversee annual work planning performance management and strategic communications. Build and maintain a technical bridge between project technical staff that design strategy and achieve activity-wide goals and objectives.
Ensure that lessons learned from project implementation are across components and are fed into quarterly reports annual reports and the annual work plan.
Review and comment on draft reports and deliverables prepared by technical staff. Seek by-in and negotiate agreements with Afghan counterparts which are needed to implement Activity objectives.
Supports the COP in overseeing the development of capacity building efforts and the strengthening of local partners.
Provides support to the COP in representational programmatic strategic development and quality control duties; and liaise with USAID and government stakeholders to respond to their informational data and monitoring requirements;
Leads the efficient and effective use of the resources to reach the desired results of the project monitoring the work plans implementation.
Works with technical staff to ensure technical quality of activities consistently meets the standards set for the program and that feedback from the Monitoring and Evaluation team is incorporated into program activities.
Undertakes other technical assignments designated by the Chief of Party.
