Generic professional competencies:



Experience from working as an assistant in  humanitarian access/recovery context

Previous experience from working in complex and unstable contexts

Documented results related to the position’s responsibilities

Good working knowledge of English both both written and verbal

Relevant experience and higher education or a related field of study

Good computer skills and a good working knowledge of Microsoft office

Fluency in Pashto Dari



Context/ Specific skills knowledge and experience:



Knowledge of data collection data managing and databases entry

Knowledge of online data collection through tablet

Knowledge and experience of cash related programming

Familiarity with SPHERE standards Do No Harm humanitarian principles and other relevant international standards

Liaison and communication with internal and external stakeholders

Duties & Responsibilities

General Conditions of Employment:



The employee shall abide to this job description his/her employment contract PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments as well as any rules regulations internal policy that may be adopted by PU-AMI Afghanistan



Work relationship:



Report to: ERM Officer     



Cooperation and coordination with: Other Departments from PU-AMI



 



Role and responsibilities:



The purpose of the ERM KIS position is to assist the ERM team in implementation of emergency projects’ activities in the area of operation and where appropriate to represent PU-AMI for emergencies to external stakeholders.



 



Objective 1:



Select community focal points and ensure they are in touch with PU-AMI to report in a timely manner new displacement or natural disaster incident for humanitarian life-saving assistance. 



 



Activities:



Adhere to PU-AMI policies tools handbooks and guidelines

Representation of the PU-AMI emergency response program to internal and external stakeholders in field level.

Adherence in humanitarian principles in all activities.

Respect to Do No Harm policies in all activities.

Identify areas where PU-AMI should establish key focal points and ensure a regular follow up of the needs with a clear mapping.

Set clear criteria regarding focal point selection process

In partnership with local communities select one key informant per targeted area

Good communication with elders in hard to reach area of the operation.

Finding of better way for humanitarian access for hard to reach area.

Respect to the culture and be away from religion sensitive issues in the area of operation.

Good coordination and relation with local community for project implementation and community acceptance through regular meetings and field visits.

Any other task assigned by direct supervisor.



 



Objective 2:



Ensure the community focal points are well trained in the area of operation on how to report the displacement and natural disaster incident to PU-AMI and are equipped to report them (i.e phone credit).



Activities:



Select community focal points in all hard to reach areas of operation.

Providing of in time training to the  selected community focal points for reporting ( how to report and which information have to be shared)

Distribution of top up credit phone for community focal points on monthly base in hard to reach area.

Distribution of mobile phone top up for selected elders in hard to reach area on monthly base.

Follow up and make sure the displacement and natural disaster incidents are reported as agreed with elders.

 Make sure the elders are clear that for which purpose they are receiving the mobile top up credit on monthly base.

Make sure the selected elders are have access to the mobile phone then they will be eligible for mobile top up credit.

Regular communication with community focal points in hard to reach are of operation.

On time sharing of alert report the ERM Officer which received form elders from hard to reach area.

In partnership with the ERM officer filter the requests that cannot be addressed by PU-AMI.

If requested assist the ERM team for assessment and distribution in hard to reach area of operation.

Provide the recommendation to the ERM team for assessment and distribution in hard to reach area.

Any other task assigned by direct supervisor.



 



Objective 3:



Ensure PU-AMI emergency assistance is not overlapping with other agencies assistance and closely follow up the needs evolution



 



Activities:



Excellent coordination with all partners in the field to avoid the assistance overlapping.

Regular communication with community focal points in hard to reach area to have update for the response to the affected families.

Sharing of response report with local authorities and partners to avoid assistance overlapping.

Good coordination and relation with ARCS for better implementation to avoid the assistance overlapping.

Close coordination with PU-AMI security department.

Ensure a close follow up of the humanitarian needs in the targeted provinces.

Any other task assigned by direct supervisor.
