Fluency in Pashto and Dari

Knowledge of data collection data managing and databases entry

Knowledge of online data collection through tablet

Knowledge and experience of cash related programming – including market assessments

Work relationship



Report to: ERM Officer     



Cooperation and coordination with: Other Departments from PU-AMI



 



Role and responsibilities:



The purpose of the ERM TL position is to manage and assist the supervisors in the day to day implementation of emergency projects’ activities in the area of operation and where appropriate to represent PU-AMI for emergencies to external stakeholders. He /She will be the direct focal point for PU-AMI ERM officer and will be in charge of the smooth implementation of the activities in the targeted area



 



Objective 1:



Ensure in time and quality assessments conducted by the ERM supervisor team to the affected families by conflict and natural disaster in the area of operation.



 



Activities:



Adhere to PU-AMI policies tools handbooks and guidelines

Represent PU-AMI emergency response program to internal and external stakeholders in field level and he/she is the focal point in case of external communication.

Manage the ERM supervisors during the implementation of the activities and ensure the good implementation of the assessment.

Prepare the planning of the ERM supervisor team and ensure the correct implementation of the assessment.

Ensure consistency in methodologies and adherence to PU-AMI Standard Operating Procedures ERM common rational and Donor requirements for all emergency program activities.

Participation in assessment and follow up of the assessment for better dada collection. Ensure data collected by ERM supervisor team are accurate.

Ensure quality coordination is in place for joint team local authorities and other relevant stakeholders.

Ensure local community representative is added in beneficiary’s selection for more transparency and acceptance.

Beneficiary’s selection criteria have to be cleared to beneficiary’s selection committee. 

Ensure the assessment is completed in period according to ERM common rational.

Ensure in time data is uploaded into KOBO database for analysis.

Ensure functional market assessments are conducted as required.

Ensure in time clean data is submitted to M&E unite for analysis and PDM.

Ensure shared synergies used for data collection in assessment.

Prepare and develop status reports as require by ERM officer.

Any other task assigned by direct supervisor.



 



Objective 2:



Ensure emergency life saving humanitarian assistance is provided to the needy conflict and natural disaster affected families in the area of operation by the ERM supervisor team.



 



Activities:



Side selection for assistance distribution to be accessible for all selected households

Prior than distribution coordination with relevant local directorate (DoRR and ANDMA) for better coordination and transparency.

Ensure that the ERM supervisor team informs the selected households for assistance distribution. The date time and distribution place has to be clear and accessible to all of them.

Prior than distribution the cash supplier has to be informed about the number of beneficiaries and amount per HH.

Make sure relevant directorate and local community representatives are presented in distribution as witnesses in distribution for more transparency and accountability.

 In distribution the priority has to be given to the female HH disable HH chronically ill HH and elderly HH.

Make sure the documents for distribution is well prepared and managed by the Supervisor team.

Make sure CRM well explained to the beneficiaries during the distribution.

Any other task assigned by direct supervisor.



 



Objective3:



Ensure PU-AMI emergency assistance is not overlapped with other agencies assistance



 



Activities:



The assessment has to be conducted by joint team; the team composition has to be from different aid worker agencies. ERM TL is in charge of ensuring good coordination with other field team.

Coordination with joint assessment teams in assessment at field levels done by the ERM TL.

Coordination and consultation in assistance recommendation with joint assessment team to avoid overlapping of the emergency assistance.

The recommended assistance if not possible with PU-AMI then the case has to be referred to other partners which has the capacity of recommended assistance (example PSN cases and other) with prior validation of the ERM officer.

Presence of representative of relevant directorates in distribution to ovoid the assistance overlapping.

Make sure the response report is shared with partners in field level.

Any other task assigned by direct supervisor.



 



Objective 4:



Endure the documents are filed and recorded according to PU-AMI and donor requirements by ERM supervisor team



 



Activities:



Make sure the files are managed in proper way to be easily accessible for relevant staff and audit.

Make sure the soft copy of documents recorded in computer and all data saved as backup into external hard desk on monthly base.

Promote and share ideas for improvement of the program

Assist in the implementation of the project cycle for the emergency response program as per relevant donor and PU-AMI requirements.

Ensure timely and accurate data on emergency interventions is submitted to the Monitoring and Evaluation Unit and other actors as required.

Assists in preparing reports.

Ensure implementation of emergency procedures and practice adheres to standards of accountability and transparency.

Ensure quality coordination is in place with internal competencies.

Any other task assigned by direct supervisor.



 



Objective 5:



Daily management of ERM supervisor team



Activities:



In charge of the HR follow up of the ERM supervisor team (leaves follow up etc.)

Perform regular appraisal to the ERM supervisor team

Overview the work of the team on the field and ensure a smooth implementation of the activity;

If one team member is not performing well his/her duty provide him/her with on the job training and general training and prepare action plan for him/her.

Any other task assigned by direct supervisor.
