Generic professional competencies:

Experience from working as an assistant in a humanitarian/recovery context

Previous experience from working in complex and unstable contexts

Documented results related to the position’s responsibilities

Good working knowledge of English both both written and verbal

Relevant experience and higher education or a related field of study

Good computer skills and a good working knowledge of Microsoft office

Fluency in Pashto and Dari languages

Context/ Specific skills knowledge and experience:

Knowledge of data collection and databases entry

Knowledge of online data collection through tablet

Knowledge and experience of cash related programming – including market assessments

Familiarity with SPHERE standards

Liaison and communication with internal and external stakeholders

Behavioral competencies:

Duties & Responsibilities

General Conditions of Employment:

The employee shall abide to this job description his/her employment contract PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments as well as any rules regulations internal policy that may be adopted by PU-AMI Afghanistan


Work relationship

Report to: ERM Team Leader           

Cooperation and coordination with: Other Departments from PU-AMI


Role and responsibilities:

The purpose of the ERM supervisor position is to implement on a daily basis PUAMI emergency projects’ activities in the area of operation.

Objective 1:

Ensure quality data is collected in assessment for conflict and natural disaster affected families in the area of operation.


In assessment adherence to PU-AMI policies tools handbooks and guidelines.

Quality coordination with joint assessments team during the assessment.

On time and quality data collection during household assessment.

Involvement of local community in assessment for good coordination and more transparency.

Selection of eligible beneficiaries according to the ERM eligibility criteria.

If requested by ERM TL Representation of the PU-AMI emergency response program to external stakeholders in field level.

Ensure proper recording of data and documents.

On time and quality data submission to M&E unite for better  analysis and PDM

Ensure market assessment is done for each cash base intervention.

Any other task assigned by direct supervisor.


Objective 2:

Ensure the conflict and natural disaster affected households are selected for humanitarian assistance according to ERM eligibility criteria and implement distribution.


On time assessment and humanitarian life-saving response to the eligible households.

Coordination with partners to avoid the overlapping of assistance.

Coordination with local authorities for improvement of coordination for better implementation.

Involvement of relevant local authorities and local community in distribution for more transparency and accountability.

Ensure local community local authorities and relevant partners are involved in beneficiary’s selection for more transparency and community acceptance.

Managing of IDPs in distribution centers during distribution to avoid crowed.

Make sure quality documentation is done in distribution.

Ensure synergy is shared with team for better teamwork.

Any other task assigned by direct supervisor.


Objective 3:

Ensure quality documents are available according to the donors and PU-AMI’s requirement.


Prepare and develop status reports as require by team leader/officer.

On time and quality documentation.

Proper managing of files and documents.

Proper system and record for soft and hard documents.

Quality data collection and submission according to ERM common rational.

Accountability for the collected and reported data.

On time data preparation for on time assessment report

Assist M&E unite in PDM

Any other task assigned by direct supervisor.
