Qualification:

Bachelor degree in Economic / business administration or any other related field MBA is preferred.
Minimum 5 years of experience in the administrative management.
Excellent written and verbal communication skills in English. Working knowledge of Dari and Pashto.

Duties & Responsibilities

Managing and directing the whole and financial system with administrative and finance officers.

Directing admin and finance staff according to government requirement.



Overall responsibility for Salma DAM administration and financial management in compliance with MEW rules and regulations.



Establish develop and maintain administration and finance related files in both hard and soft copy

Supports operations by supervising staff; planning organizing and implementing administrative systems.



Maintains administrative and financial staff by recruiting selecting orienting and training employees; maintaining a safe and secure work environment; developing personal growth opportunities



Overall responsibility for Salma DAM Human Resource management in compliance with MEW rules and regulations.



Establish develop and maintain HR files in both hard and soft copy



Responsibility for the MEW Salma DAM recruitment process which includes:



Gathering Scopes of Work for vacant positions and releasing the adverts



Shortlist candidates and schedule interviews



Negotiating salaries with potential employees



Sourcing candidate references and checking their bio data information plus their background analysis.



Drafting contracts of employment 



Provide HR technical support to the on-budget program as necessary



Provides historical reference by developing and utilizing filing and retrieval systems



Required Skills:



Proven experience with the administrative and finance processing according to Afghan Government requirement.

Knowledge of participatory techniques and experience in administrative and financial plan implementation.

Working knowledge of administrative and financial management.

Good managerial and training skills including experience in staff supervision.

Computer skills including Ms. Office e-mail and Internet applications.

Good command of English language. Working knowledge of Dari/Pashto desirable.



Ability to maintain effective performance under pressure or adversity; ability to handle stress; managing own personal growth and development continuously; managing emotions and stresses positively adapting to change.

Working with others to achieve goals; resolving conflict successfully; building rapport communicating effectively and maintaining relationships within changing conditions.
