Qualification:
  • Master’s degree in public health civil engineering Agriculture social sciences gender studies or any related field;
  • At least 5- 7 years’ experience in the design development and management of Gender Equality in the Humanitarian program including a minimum of 3 years in a coordination or management role;
  • Proved experience in displacement and durables solutions contexts; 
  • Well-developed knowledge and understanding of protection principles gender    mainstreaming and   women’s rights in areas of humanitarian and resilience building;
  • Proven track record and experience of project management;
  • Demonstrated experience of working in collaboration with local partners;
  • Well-developed analytical and strategic planning skills with the ability to influence the wider programme strategy;
  • Demonstrated experience of conducting trainings and providing capacity building to local partners and beneficiaries;
  • Able to work under time pressure and long hours whenever required;
  • Resilience flexibility and adaptability to work successfully under stressful conditions;
  • A high level of social-cultural sensitivity when dealing with colleagues partners and beneficiaries;
  • Excellent interpersonal skills including diplomacy and tact in order to be able to liaise effectively with a range of stakeholders including NGO partners community leaders and government officials;
  • Ability to build positive team dynamics and motivate and manage a team;
  • An ability for creative problem solving and innovation in complex and /or restrictive working environments
  • Fluency in Dari and Pashtu with excellent written and verbal English language skills;
  • Good writing and presentation skills;
  • User level computer literacy (Office Package Outlook etc.); 
  • Willingness to travel to rural remote and insecure areas in Afghanistan.

Note: This position is contingent to project approval and funding availability.

Duties & Responsibilities

Purpose of the function



This position will manage the project on Emergency Water Sanitation Hygiene (WASH) Cash transfer and Protection.  The incumbent will lead gender analysis efforts in the program work and ensure optimal women participation throughout the program and project cycle. In addition she/he will lead partner capacity development efforts on gender in an emergency as well as mainstream gender and protection in the projects by working closely with thematic leads and partners. 



Main tasks of the function



Project management component




  • Manage and coordinate the project activities with partners and relevant stakeholders;

  • Coordinate the planning implementation and monitoring of projects activities undertaken by partners organizations according to approved project document and budget;

  • Support the partner organizations on the management of the project;

  • Coordinate reporting on budget expenditures and follow up on the budget utilization;

  • Coordinate and facilitate monthly partners meetings to review the project progress and planning;

  • Maintain continuous assessment of partners capacity on an annual and bi-annual basis;

  • Maintain continuous dialogue with partners on changes and developments in project implementation;

  • Support the development of an effective partnership between Oxfam and its partners based on equality transparency;

  • Develop a Monitoring and Evaluation system for the project in close coordination with Oxfam MEAL department and undertake field monitoring visits;

  • Together with the MEAL department guide partners to ensure quality reporting and continuous monitoring and to establish effective beneficiary accountability and feedback mechanism;

  • Ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with donor agreements and Oxfam policies procedures;

  • Develop stories case studies or input for any other written materials for external communication on the project(s);

  • Ensure that the (digital and hard) archiving of the project documents are correctly done and maintained;

  • Build capacity of partner organizations provide training and promote learning;

  • Ensure Oxfam and partners humanitarian programming is in line with Oxfam’s minimum standards and promote sustainability through establishing linkage of humanitarian response recovery with longer-term development programs;

  • Develops strong relationships with relevant institutional donors and private sector actors and works collaboratively with the Funding team to mobilize funds;

  • Participate in relevant sectoral Cluster and NGOs coordination meetings at Kabul and at the provincial level as required;

  • Stay deployed in the field in emergency situations to support or lead the humanitarian response and support the implementing partners;

  • Perform any other duties as required.



Technical Gender component




  • Coordinate and ensure implementation of Oxfam’s minimum standards on Gender in emergencies across all humanitarian projects of Oxfam in Afghanistan;

  • Lead and conduct Gender analysis technical studies assessments on Gender in emergencies;

  • Provide technical input on Gender mainstreaming and/or coordinate technical support on gender-sensitive programming in WASH EFSVL protection sectors with relevant sector specialists if required;

  • Ensure that project activities are carried out with cultural sensitivity promotes gender equality and inclusion of marginalized groups;

  • Work with humanitarian field teams to ensure access and participation of women men girls and boys at risk to Oxfam’s response recovery and rehabilitation work;

  • Ensure gender and protection mainstreaming in all humanitarian response projects;

  • Conduct Gender leadership training for project partners and target communities beneficiaries;

  • Lead in integrating gender into MEAL processes in operation area; setting of specific indicators for process monitoring and follow up that advising team in getting gender-specific information through spot monitoring and Post Distribution Monitoring (PDM) process;

  • Initiate innovative documentation process to capture learning and changes support team to get sex age and gender disaggregating data;

  • Support partners and local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality in humanitarian response;

  • Proactively represent Oxfam and participate in Gender in Humanitarian Action (GiHA) working group;

  • Proactively ensure Protection and Prevention of Sexual Exploitation and Abuse (PSEA) measures and reporting mechanism are in place and raise awareness among teams partners and community. 



Collaboration and Networking




  • Work with Oxfam’s Humanitarian Program Manager EFSL officer Gender officer WASH engineer Protection Coordinator Humanitarian Adviser and humanitarian field officers;

  • Work with Oxfam Afghanistan staff on Oxfam’s emergency responses and preparedness;

  • Work with local partners on the humanitarian situation and on the planning implementation monitoring and evaluation of the projects;

  • with relevant stakeholders including WASH Food Security and Agriculture Protection (GBV) clusters Cash & Voucher Working Group (CVWG) GiHA working group relevant government line ministries and departments local authorities.

  • Engage with National and local Women’s rights organizations in humanitarian response;
