Previous experience working USAID-funded grants programs required.
Written and spoken English, with technical ability to use web-based database applications, auto-generate grant agreements.
Strong knowledge of USAID rules and regulations, including ADS 303, and the FAR, AIDAR, or OMB circulars.

Duties & Responsibilities
Duties & Responsibilities:
The Grants Officer will work with Grants and Compliance Manager and reports to Provincial Grants Manager. The Grants Officer will undertake all grants management duties at the regional level, in close coordination with the Community Engagement Manager, M&E Manager and Infrastructure Manager. Specific job duties will include but not be limited to the following activities:
Responsible for complaint and effective grants procedures for the delivery of assistance under Regional Office
Negotiates, review and finalizes grant agreements between KFZ and grantees.
Review the drafts of grant agreement include the community contribution and subcontract figures, and deliverables according to the Concept Notes for each District, and sent to Kabul office.
Ensures all grant compliance paperwork is complete and filed. Maintains complete grant files the District activities in both electronic and hard copy.
Responsible for verifying disbursements under grants, including verifying completion of deliverables and authenticity of documentation under Fixed Obligation Grant.
Work closely with Community Engagement Officer to insure grantee and beneficiary signatures on all required documents.
Draft No-Cost and Cost Modification for grant agreement.
Manages the closeout of grants, including working with program staff to gather all necessary documentation for timely grant closeout upon completion of direct assistance.
REPORTS FROM THE SUBCONTRACTORS in charge of implement of the Grant for the District:
M&E Reports: Verify that to the subcontractors have sent the startup, weekly, monthly and final technical reports in the net or share drive.
Grants Reports: Related the complaint or control of the participant or beneficiaries, according to the SoW of the Company e.g. payments, provision of materials, compensations salaries, etc.
EA Reports: Verify that to the subcontractors have sent the Environment report according to the SoW in the net or share drive.
REPORT FROM THE GRANTEES
Support and work with the grantees to make the reports:
M&E Reports: Review and save in the share drive the report from grantees. The reports are: startup, weekly, monthly and final. The original have to send to Grants and Complain Manager in Kabul.
Grants Reports: Related the complaint or control of community contribution, e.g. DDA does not report the activities or the Grantee does not provide the contributions according the negotiation memo.
EA Reports: Share the EA report with the community and add the comments or activities.
DELIVERY OF GRANTS – GOODS, SERVICES, AND INFRASTRUCTURE WORKS
With the final report from the grantees, prepare the ceremony to deliver goods, services, and infrastructure works to the community.
Collaborates with compliance audits.
Other duties as assigned by supervisor.
