Master’s degree in economics or business administration

Professional Experience:

 Minimum 7 years of working experience with international organizations

At least 5 years of working experience in a leadership position

Comprehensive knowledge of GIZ objectives structures and guidelines are plus point

 Leadership attitude

Other experiences and skills:

 Good command of MS Office and knowledge of GIZ SAP transactions

 Resilience and persistence to handle all requirements and resources efficiently

 Strong managerial and organizational competence

 Excellent literacy in Dari and English and Pashto ability to write in clear and concise manner

Diplomatic and an effective communicator at all levels pro-active and attentive

Gets along with different cultures and mentalities in an international environment


Duties & Responsibilities

The Head of Administration performs the following tasks:

Management of all administrative and financial topics in cooperation with GIZ Headquarter in Eschborn TVET Authority partner institutes and GIZ Afghanistan Country Office

Steering of the administration workflow in TVET Offices Kabul and Mazar-e-Sharif

Setting up the annual budget quarterly forecasts monthly cash balances and cash requirements and weekly/monthly tracking of procurements contracts events and related expenditures

Coordination of procurements national and international service contracts cash and bank accounting workshop planning and management and HR topics

Continuous improvement of Admin and Finance procedures forms and IT implements

Preparation for internal and external audits and monitoring the error correction

Being accountable for compliance of GIZ TVET with Afghan and international legislation (labour tax finance commerce) as well as with GIZ Orientation & Rules

Focal point to GIZ Afghanistan Admin Office management and teams

Supervision of Admin team: 12 employees


Check and sign procurement requests prepare evaluation sheets trigger tenders scrutinize offers

Make sure that all procurement procedures are in line with VOL/A VF and GIZ Orientation & Rules

Verify accurate sample checks deliveries and handovers to TVET Authority schools and warehouses

Make sample checks of TVET consumable stock in Green Village

Verify the accuracy of inventory registrations

Check and sign workshop requests

Provide framework contracts for accommodation and catering in connection with TVET events

 Supplying logistic capacities for GIZ TVET passengers and materials for workshops

 Ensuring all kind of suitable facilities in Green Village for efficient office business

 HR planning in cooperation with Head of Program (hiring terminations capacity development)

Preparation of job advertisements participation in interviews drafting and signing employment contracts

Review and release of payroll information

Put up an annual plan for HCD together with the Head of TVET program.

Invoice and payment sheet verification and release of payment

Controlling month-end and year-end closing activities in finance and accounting

Provision of sufficient means of payments for the project’s activities

 Remittances to providers in due time

 Checking and signing travel claims (TVET all) and travel applications (Admin)

 Monitors the up-to-datedness of TVET signatory list and appropriateness of TVET’s business continuity measures

 Archive management in TVET Office and transfer to GIZ Country Office and HQ in line with OuR

 Solving individual and general tax issues in cooperation with Admin Office (tax liability of contractors tax reports tax confirmation for contractors)

 Prepare service requests and corresponding documents for international services provided by GIZ Country Office and/or HQ

 Monitor the contracting of national services local subsidies and financial grants below (TVET Office) and above 2 500 EUR (AO Contracting Unit)

 Supervise service performances invoicing and payment of remuneration

 Reporting: Control the annual budget planning quarterly revision of figures comparison of budget vs forecast arranging meetings for decision making of budget and forecast figures

 Submit a monthly cash flow statement to Head of Program GIZ Country Office and Headquarter (on demand)

Establish and maintain a system of weekly/monthly checks with tracking lists and appropriate reports for all administration and finance activities

Answer inquiries from Headquarter and GIZ Country Office
