Bachelor degree with at least 5 years of experience in civil engineering/water engineering social development and or hydrogeology in rural development areas. Experience with similar activities in the past (M&E) is one of the high priority. Must be computer literate and familiar with basic computer software including MS Office to analyze and produce M&E WASH sector reports Must be able to communicate fluently in Pashto Dari and English. Management experience with NGOs and government sector is preferred.
The M&E head will be reporting to the Ru-WATSIP director.

Under the overall guidance and direct supervision of the Ru-WATSIP director the incumbent will have the following duties and responsibilities:
Prepare overall monitoring plan for WASH funded projects of deferent donors.
Regular monitoring and evaluation and functional aspects of the project.
Ensure the set objectives in the water supply project document are being achieved
Provide feedback and updates for the project managers on WASH projects to take corrective actions.
Assists the Ru-WATSIP Programme in all WASH project activities including reservoir construction and network extension concrete curing quality works through monitoring missions and feedback.
Liaise between MRRD M&E and RuWATSIP departments to ensure that the monitoring of WASH projects are conduced in a coordinated manner
Assist the RuWATSiP with monitoring of the WASH services implemented through NGOs both through the WASH cluster and development sector.
Assist PRRD and RU-WATSIP in liaising with local authorities and related stakeholders NGOs DDAs CDCs etc in participating in joint monitoring and seeking their views and reflections for improvement of WASH sustainability.
Assists field project management in ensuring implementing specific arrangement to avoid of poor well development and water reservoir and any chance of water contamination (monitoring water quality )
Assists project management in ensuring that the deliverables (water supply infrastructures and sanitation facilities) satisfy the quality and technical requirements of the client and end users
Track monitoring plans/report and submit and provide on time feedback to the project management unit.
Ensure that WASH policy is being implemented based on the agreed criteria requirements and inline with the SDG targets that includes quality sustainable and affordable WASH services in rural communities.
Be able to get information from WASH stakeholders (NGOs development progammes CCANPP etc.) coordinate and evaluate the sector response in WASH coverage needs and progress.
Other duties as assigned from time to time by the Ru-WATSIP director.
