Holds an academic degree preferably in Security Management and/or Risk Management.

Demonstrates at least five years’ experience in handling information and data in the field of security and risk management including conflict sensitive non-governmental organizations (NGO) programming.

Holds substantial experience of working in high-risk fragile setting with humanitarian organizations or development organizations or agencies.

Demonstrates sound knowledge of the four humanitarian principles: humanity neutrality impartiality and independence.

Has the ability to develop security orientation briefings security plans policies and procedures and risk management strategies to support SCAs programming.

Excellent communication and interpersonal skills together with the capacity to remain calm under pressure and not lose sight of strategic priorities.

Demonstrates the ability to handle problematic situations firmly courteously tactfully and impartially.

Proven experience of delivering field based “do-no-harm” trainings.

Holds knowledge of an assortment of surveillance and intruder detection systems communications systems and vehicle tracking solutions.

Demonstrates leadership and management skills.

Demonstrates the ability to provide advice and support to field staff.

Demonstrates the ability to manage budgets.

Proven negotiation skills with internal and external actors.

Proven skills in concise report writing.

Ability to prioritize tasks to meet tight deadlines.

Proven knowledge of Microsoft Office Applications.

Willingness to travel at short notice and often in difficult circumstances.

Excellent command of English.

Knowledge of Dari and/or Pashtu.

Duties & Responsibilities

Scope of work:



The Head of Unit is based in Kabul at the Kabul Management Office and reports to SCAs Country Director.  He/she is responsible for conveying advice pertaining to safety security and risk management to the Country Director the Kabul based Senior Management Team and SCAs five (5) Regional Management Offices. 



The Security Unit demands a high degree of networking assessment of reports and information to ensure internal security analysis is conducted to strengthen SCAs understanding of safety security and risk management to enable informed strategic decisions to be made by the Country Director the Senior Management Team and the Head of Office at five (5) Regional Management Offices to reduce the risks that may impact SCAs staff program/project activities assets and reputation.  The Security Unit also assess and proposes risk reduction (mitigation measures) measures that ensures SCA maintains strong capacity to react respond and manage a myriad of threats that emerge in the context of Afghanistan. 



He/she will oversee SCAs security management framework security information systems and develop SCAs plans policies and procedures in line with the operational challenges and unpredictable ever-changing context (political and security) of Afghanistan.  He/she will lead the Security Unit and build capacity in safety security and risk management at the Kabul Management Office and five (5) Regional Management Offices. 



He/she will lead in-house capacity building and deliver awareness trainings and drills in areas of safety security and risk management utilizing internal and external resources.  He/she is expected to conduct regular field visits and on-the-job trainings and drills at five (5) Regional Management Offices.



Main Responsibilities:



Specific responsibilities include  but are not limited to:



Monitor coordinate and advice on the long-term implementation of SCAs security management framework including conflict and risk analysis with designing of adequate training packages and their implementation.

Strengthen SCA senior managements’ understanding of risks and safety within the context of operation and the context of the evolving environment in Afghanistan.

Strengthen SCAs Senior Management Teams understanding of safety security and risk management to enable informed strategic decisions to be made to reduce risks that may impact SCAs staff program/project activities assets and reputation.  This includes producing analyses of data and field findings with emphasis on problematic inferences across SCAs areas or responsibility.

Provide support and hands-on advice to programme units and Regional Management Offices in order to strengthen SCAs acceptance in Afghanistan.

Strengthen emergency preparedness of SCAs in-country crisis management team in order to maintain a safe and secure working and living environment to safeguard SCAs staff program/project activities assets and reputation through the integration and implementation of plans policies and procedures.

Ensure continuous development and implementation of SCA security plans policies and procedures.

Lead in-house capacity building and deliver awareness trainings and drills in areas of safety security and risk management for national and international staff.

Security coordination of staff exposed to threats that require a timely specific response.

Ensures adequate levels of preparedness for Contingency Planning (hibernation relocation and evacuation).

Strong networking and liaising with likeminded organizations and other national and international actors currently in Afghanistan aiming to strengthen information sharing mutual learning and enhance acceptance of SCAs programming and presence.

Establishes a structured security regime and priorities arranges and sets work plans to integrated safety security and risk management with program/project activities.

Responsible for budget management.  Monitor and control the income and expenditure the planned activity related to security expenditure ensuring it remains in line with available funds and takes corrective action as budgetary control.

Provides leadership to motivate Security Unit staff to achieve Security Units objectives and goals.

Provides management support administration and oversight of Security Unit staff ensuring day-to-day activities are proceeding as they should.

Perform other tasks and duties within the field of competency as assigned by the Country Director.
