QUALIFICATION AND REQIREMENTS:

  • Medical Doctor is a must MPH is preferred.
  • Fluent in English and local languages
  • Good communication and presentation skill
  • Having proper leadership skills
  • Familiarity with Logar Province
  • Ability to travel to different districts of the province

WORK EXPERIENCE:

  • At least one years’ experience to the relevant position.                

SKILLS:

  • Excellent  knowledge of English language (verbal and written)
  • Excellent interpersonal skills
  • Proactive approach to solving issues.
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams

Duties & Responsibilities

I-GENERAL Responsibilities:



The overall scope of work for Program Supervisor is planning implementing supervision monitoring and following up of health programs and activities service delivery of BPHS project in Logar province in line with the BPHS standards and work plan of project.



A. Human Resource Management




  • Support the project management in adopting innovative approaches for staff particularly female recruitment and retention.

  • Support the project manager to conduct regular performance appraisal of project team.

  • Participate in the process of recruitment of project staff when assigned by line manager

  • Participate in annual training need assessment of HF technical staff develop training work plans and conduct trainings based on training need assessment

  • Perform other project/program related tasks than listed here when needed or assigned by line manager



B. Monitoring and Evaluation




  • Develop and plan detailed M&E work plan for the assigned health facilities of the project

  • Lead the target setting for key project proxy outcome indicators at the BPHS facility level

  • Apply National HMIS in the assigned BPHS facilities under the project

  • Monitor the HMIS indicators at the HFs as well as overall at the project level

  • Analyse the data in collaboration with the HF staff/in charges identify problems and find appropriate solutions

  • Provide reliable accurate and timely information and reports for informed planning and decision making at the project level and Provide feedback prepare action plans and follow up

  • Use National Monitoring Checklist and other checklists developed for monitoring purposes

  • Prepare action plan for third party balanced score card GCMU and MoPH findings and follow them till the gaps are filled.

  • Make sure that MoPH relevant policies strategies and guidelines are implemented in the assigned supervisory area

  • Participate in household surveys and its related pre and post activities

  • Evaluate the performance of the health facility staff especially the In charges of HFs annually

  • Monitor the progress of all components of service delivery e.g. nutrition EPI MCH IMCI C-IMCI HQIP CBHS etc. with particular attention to project core indicators



C. Quality of BPHS Services:




  • Implement the quality assurance/improvement initiatives and approaches (HQIP IP waste management etc.) in the assigned HFs including all phases (planning implementation and evaluation)



D. Supervision and Monitoring:




  • Support the project management team in adopting a supportive supervision approach in BPHS facilities

  • Develop detailed supervisory action plan for the assigned area and share it with the relevant people

  • Conduct regular visits to the health facilities of assigned supervisory area and keep the remaining days for the administrative issues

  • Cover all sections and staff categories of the HFs in providing support and on the job training during supervisory visits

  • Use specific checklists developed for supervision purposes

  • Identify gaps areas to be improved challenges and obstacles in service delivery find appropriate solutions and address the gaps and problems accordingly.

  • Seek support where needed from other staff supervisors and stakeholders who can contribute to solution of the identified problems gaps and challenges

  • Provide HFs staff with appropriate feedback and take on the spot actions where possible and within the jurisdiction of his/her authority

  • Implement and follow up the agreed actions till the identified gaps are filled and challenges are overcome

  • Conduct meetings with the HFs staff at the end of each supervisory visits



 E. Recording and Reporting:




  • Ensure all the activities under this scope of work mentioned under A to D are properly documented.

  • Ensue that project related data is collected analyzed and used for further improvement of BPHS services and management.

  • Support the project manager and technical manager in developing Monthly Updates and reports

  • Support the project manager and technical manager in preparing Technical reports of the project based on MoPH standard format
