WORK EXPERIENCE:




  • 5 years of relevant experience



 



SKILLS/ABILITIES:




  • Knowledge of policies procedures rules and regulations and/or extensive subject matter knowledge in the Human Resources field

  • Prior international donor experience preferred.

  • Knowledge of USAID and its contractual and reporting requirements preferred.

  • Ability to write and verbally communicate clearly and concisely in English and Pashto.

  • Organizational and prioritization skills.

  • Computer spreadsheet/word processing skills.

  • Ability to work both independently and in a team environment.

Duties & Responsibilities

JOB SUMMARY



Performs Human Resources related duties and provides efficient and effective administrative support to the HR department.



DUTIES & RESPONSIBILITIES




  • Oversee the day-to-day management of all project personnel matters;

  • Ensure all program hiring and personnel management actions and employee benefits conform to Chemonics’ policies best practices USAID rules and regulations and the laws of the Islamic Republic of Afghanistan;

  • Recruit hire and onboard staff;

  • Ensure that local staff salaries are in line with the Chemonics policy;

  • Develop and maintain a personnel filing system in electronic and hard copy format for employment financial and administrative documents;

  • Coordinate with project departments to ensure professional development plans are created for all staff and that professional growth is a priority throughout the project;

  • Prepare and submit payroll packages for staff;

  • Provide HR related training for staff;

  • Perform any other appropriate tasks that support the overall project as assigned by the supervisor or his/her designee.
