Minimum of 3 years of experience in relevant field (Human Resource).

Previous experience leading others.

Good organizational communication and interpersonal skills

Ability to think creatively in terms of tool and process development

Flexibility and adaptability to ever-changing needs and responsibilities

Ability to work both independently and as part of a team

Strong leadership skills

Fluency in English required

Experience in writing of letters in national languages

Translation of letter and document (English to Dari to English)

Knowledge of computer (MS office full packages)

Ability to travel to the fields/provinces


Duties & Responsibilities

Assignment



The Human Resource Officer will be primarily responsible for HR follow ups and assisting Senior HR Manager.

The human resources officer is providing backup to Senior HR Manager in his/her daily activities.

Under the direct supervision of the Senior HR Manager the incumbent carries out the following duties:



 



Detailed Responsibilities:



The human resources officer is providing backup to Senior HR Manager in his/her daily activities.

To prepare Capital national staff TITANIC report on monthly basis.

Follow all administrative issue of English and Computer classes for national staff on monthly basis and receive the updated follow up of the bases on time.

Follow leaves follow up in a monthly basis with all the bases and maintain all the follow ups updated.

Review capital staff leaves requests for correctness of information and presence of necessary authorizing signatures. Ensure the employee is entitled to claim the leave as requested. In case of certified sick leave ensures the medical certificate is attached; Review the requests for maternity leave leave without pay and special leave ensures necessary justification documentation is attached; Enters leave records into Personnel vacation and sick leave follow up. Provides employee with information on their leave balance as requested.

Ensure that staff are having the ACTED ID card & follow it with security department.

Ensure daily attendance records are checked by the end of each month and to prepare next month attendance sheet.

Maintain HR filing system and personnel files of all Capital employees updated in a monthly basis.

Prepare the national staff contracts/amendments internal/external transfers process on time with bases.

Prepare staff documents related to the staff exit/recruitment & file them in the personnel files.

Updating capital recruitment report to Senior HR Manager.

Follow up performance appraisal form on semi- yearly basis with other department on timely submission of forms to departments and back to HR department.

Draft the job descriptions and provide job vacancies to ensure widely announcement.

Participate in interview panel while conducting the interview to make sure the interview and the selection process is in line with ACTED recruitment policies.

Reviews and/or prepare panel’s recommendations on the selection of candidates and presents it to senior HR Manager and country director for approval.

Upon completion of the selection process informs selected candidates on the terms and conditions of employment and necessary documentation to be submitted.

Briefs the new staff member on the terms and conditions of his/her new assignment.

Supervise all the recruitments taking place in provincial offices asking relevant HR officers for sending the short-list and follow with them the process till successful selection of the candidates.

Train the new employed staff of Human Resources department on ACTED HR policies and provide workshop for all HR staff member for any change in ACTED HR policies.

Follow up performance appraisal form on semi- yearly basis with bases and cross checking the form with the soft information.

Preparing job announcements collection of CVs long listing for department/program and organizing interview in conjunction with line manager for all new positions

Making support field trips to bases in order to make sure everything is in line with ACTED policy and gives timely support as required.

Follow with bases on receipt of updated organizational chart (Organigram) on monthly basis.

Follow up of SRF (Staff Requisition From) countrywide with departments and program.

Perform other duties as per department requirement
