Required Qualifications:




  • Must have at least eight years of experience in organizational development of government institutions in Afghanistan.

  • Degree in a discipline such as international development public administration organizational development social sciences or related field.

  • Must have deep local knowledge of the relationship between civil society and government institutions and how to engage actors across horizontal and vertical linkages toward issue-based reforms.

  • Demonstrable experience implementing HICD interventions in accordance with USAID’s HICD model is desired.

  • Experience with whole-of-project evaluations is desirable.

  • Must be able to conduct interviews and focus group discussion and analyze the resulting data.

  • Must have exceptional organizational analytical writing and presentation skills


Duties & Responsibilities

Assumes a lead role in various stages of the HICD as directed. Provide expert technical guidance on all aspects of HICD including performance assessments performance solutions design and performance monitoring and management system design. Performs activities to assist the program such as building leadership performing strategic planning conducting information analysis developing process improvements performing facilitation services conducting surveys and improving client organizations results.



 



Duties and Responsibilities:




  • Manages execution of organizational and personnel capacity assessments

  • Leads development of capacity development plan to support each identified office as well as any assigned private sector organization.

  • Coordinates training twinning activities and the train-the-trainer programs

  • Perform desk review and identify additional information required for analysis.

  • Provide technical expertise and support the Team Leader’s lead efforts in evaluation design methodology and data collection instruments.

  • Schedule and interview key stakeholders and beneficiaries.

  • Support the preparation and presentation of key findings and recommendations.

  • Supports Monitoring Evaluation & Learning Manager in the development of measurable KPIs to assess effectiveness of CB activities.

  • Work collaboratively with team members throughout design implementation analysis and report writing to complement each other’s areas of expertise.
