  • Bachelors or Masterss degree in business finance accounting or related field required.

  • Five years of experience in internal audit in the public and/or private sectors is required.

  • Technical knowledge of Institute of Internal Auditors (IIA) standards modern audit procedures reporting techniques internal control frameworks internal control assessment checklists and risk-based audit planning 

  • Demonstrated experience using IA tools and procedures.

  • Experience carrying out internal audit capacity building.

  • Strong analytical reporting and writing skills.

  • Ability to work efficiently and accurately in a demanding environment.

  • Good teamwork and participatory skills.

  • Proficiency in written and spoken English Dari and Pashto.

Duties & Responsibilities

Position Summary:

A team of 4 internal audit specialists will support government internal auditors in targeted government institutions in the development of internal audit systems and institutional capacity to perform internal audit functions. These specialists will report to the AMANAT Anti-Corruption Advisor and the Internal Audit Advisor. The internal audit specialists will be based in Kabul in the designated line ministries. The period of employment will be for one year.


The responsibilities of these internal audit specialists will be to:

  • Develop and support the implementation of a capacity building action plan for each entity based on the capability steps in the Institute of Internal Auditors Internal Audit Capability Model (IA-CM) for the Public Sector (2017) Self-Assessment Tool ( Documents/Internal Audit Capability Model IA-CM for the Public Sector Overview.pdf) and the results of the assessment. This document will be made available to the internal audit specialists by AMANAT as required;

  • Develop training materials and deliver workshops on internal audit to government staff and translate or adapt materials from English to local languages as required;

  • Provide on-the job mentoring and coaching to government staff as they use the tools and skills learned in workshops to apply them on the job;

  • Prepare weekly highlights reports and success stories on capacity building activities and results for each beneficiary entity.

  • Regularly participate in internal audit coordination and work meetings at AMANAT office.
