At least bachelor degree in Engineering specialized in survey and design. Experience in development data collection and assessment of water supply projects required. A background in the preparation of mapping for engineering projects needs. At least 4 years’ experience in the field of survey design and water supply Engineering. Fluency in the English language is preferred. Ability to use computers and have the knowledge of GIS MS Office and Auto CAD water CAD etc. and ability to use modern survey instruments. Familiar with the project management cycle supervision and monitoring of the works. Experience working with international organizations and NGO at least 3 years. Ability to work independently and with minimal guidance and lead and guide others Ability to supervise other national professional and administrative staff. Speaking and writing ability in English is must. Fluent in Dari and Pashto. Familiarity with WASH policy and implementation manual will be an asset
The Water Supply Survey and Design Engineer will report to Head of Engineering and the PRRD director at the provincial level
Duties & Responsibilities
Prepare design and technical specifications for Irrigation water supply network & and sanitation projects and supervise activities of contractors on construction sites.
Prepare Civil engineering designs based on the recognized standards relating to new/upgrades Irrigation RCC structures and Waters Supply network. Produce engineering studies and cost estimates for option analysis.
Prepare detailed designs calculations and scope of works specifications bills of quantities and drawings for contract work packages.
Reply to technical bid inquiries and prepare technical bid evaluations.
Supervise the contractors to ensure all work is performed in accordance with the plans specifications and agreement.
Maintain through RRD staff coordination of IPs with community to ensure participation (Process).
Chair and lead meetings related to technical issues and project implementation prepare minutes and update schedules.
Assists the Community Development Councils (CDCs) Implementing Partners (IPs) in resolving the technical issues.
Record measurements and tests in accordance with project quality control and implementation manual of Ru-WATSIP.
Monitor construction activities for safe work practices.
Review extra work or variations order requests and provide recommendation to the programme and department.
Ensure that all designs and technical specifications are shared with WSG technical working groups and their comments and agreements are obtained.
Willing to travel and be on the site 1-2weeks per month.
Identify potential sites for projects on micro hydro and irrigation intakes using available topographic survey maps and preliminary feasibility studies.
Guide the survey team and participate in conducting engineering surveys for the design and construction of hydraulic structures (intakes river training works diversion weirs cross drainage works settling basins fore bays canals cross regulators head regulators ).
Use AutoCAD to produce the design and construction drawings for irrigation and micro hydro projects.
Collect and analyze the available hydrologic data to determine the maximum discharge in river streams and rivers using standard formulas.
Design hydraulic structures and determine their dimensions.
Carry out analysis of rates using Norms of Ministry of Public Works to fix rates of items of works in a project .
Calculate the quantities of items required for different works for a project.
Prepare Bill of Quantity to reflect the items of work necessary for contracting the work to Bidders.
Compile project proposal reports to include engineering and socio-economic data for submission for approval.
Produce work plan using Bar Chart to include it in the bid documents
Prepare bid documents including instruction to bidders technical specifications general conditions of contract special and conditions of contracts.
Conduct the pre-evaluation of bid documents and prepare contract documents for award
Carry out the measurement of structures at site and enter them in measurement book to verify the payment certificates submitted by the Contractor.
Document the correspondence with the Contractors and coordinate the contract management and administration.
Execute survey design drawing estimate and other necessary works for civil engineering infrastructure development like roads bridges culverts.
Facilitate the testing of materials at site prior to construction of structures.
